This event presented the results and policy recommendations of our research project ‘The playing field in audiovisual advertising: What does it look like and who’s playing?’

This report, led by CERRE Research Fellow Sally Broughton Micova, analyses the competition for advertising and sponsorship revenues between various producers and disseminators of audiovisual content.

It investigates the playing field of audiovisual advertising in which both legacy audiovisual media services and new online services are operating.

Executive Chairman¹ ²

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Academic Co-Director
and University of East Anglia

Sally Broughton Micova is a CERRE Academic Co-Director and an Associate Professor in Communications Policy and Politics at the University of East Anglia (UEA). She is also a member of UEA’s Centre for Competition Policy.

Her research focuses on media and communications policy in Europe.

She completed her PhD in the Department of Media and Communications at the London School of Economics and Political Science (LSE), after which she was an LSE Teaching and Research Fellow in Media Governance and Policy and Deputy Director of the LSE Media Policy Project.

Sally Broughton Micova is a CERRE Academic Co-Director and an Associate Professor in Communications Policy and Politics at the University of East Anglia (UEA). She is also a member of UEA’s Centre for Competition Policy.

Her research focuses on media and communications policy in Europe.

She completed her PhD in the Department of Media and Communications at the London School of Economics and Political Science (LSE), after which she was an LSE Teaching and Research Fellow in Media Governance and Policy and Deputy Director of the LSE Media Policy Project.

Sabine Jacques is a Senior Lecturer in IP/IT & Media Law at the University of East Anglia (UEA), which she joined in 2016. She is also an active research member of UEA’s Centre for Competition Policy and has experience in teaching Intellectual Property Law, Industrial Property Law and Media Law.

Her teaching reputation has been acknowledged by the European Intellectual Property Teachers’ Network as she was awarded the best presentation prize 2017.

She recently became an editor of the International Journal of Public Law and Policy.

Her research interests include intellectual property law/media law, music copyright and where intellectual property law interacts with
other areas of law.

Her research has already given rise to publications in the field-leading peer-reviewed journals, like the European Intellectual Property Review and the Journal of Intellectual Property Law & Practice.

Her monograph ‘The Parody Exception in Copyright Law’ was published by Oxford University Press in March 2019.

Martin Cave

Imperial College London

Martin Cave is a Visiting Professor at the Imperial College London. He was an Academic Co-Director at CERRE.

He is a regulatory economist specialising in competition law and in the network industries, including airports, broadcasting, energy, posts, railways, telecommunications and water.

Professor Cave has published extensively in these fields, and has held professorial positions at Warwick Business School, University of Warwick, and the Department of Economics, Brunel University.

Martin Cave is a Visiting Professor at the Imperial College London. He was an Academic Co-Director at CERRE.

He is a regulatory economist specialising in competition law and in the network industries, including airports, broadcasting, energy, posts, railways, telecommunications and water.

Professor Cave has published extensively in these fields, and has held professorial positions at Warwick Business School, University of Warwick, and the Department of Economics, Brunel University.

Nina Elzer

Senior Public Affairs Manager
European Association of Communications Agencies

Nina Elzer is Senior Public Affairs Manager at the European Association of Communications Agencies, where she is responsible for devising and implementing EACA’s advocacy and outreach strategies.

Prior to that, she worked in an association representing the country-code top-level domain industry.

As the head of office of a Member of the European Parliament, Ms Elzer covered media policy issues and was responsible for press relations.

She also worked in media relations, stakeholder participation and completed internships at the European Commission’s DG Enterprise and FEDMA.

Tristan Gijsenbergh is Public Affairs and Policy Officer at the European Advertising Standards Alliance where he monitors and analyses policy developments related to advertising & advertising self-regulation.

Prior to that, he worked as Monitoring and Evaluation Officer at the OSCE Office for Democratic Institutions and Human Rights.

He holds two Masters degrees, one in EU International Relations & Diplomacy from the College of Europe and one in European Public Affairs from Maastricht University.

Tristan Gijsenbergh is Public Affairs and Policy Officer at the European Advertising Standards Alliance where he monitors and analyses policy developments related to advertising & advertising self-regulation.

Bernardo Herman is Director, EU Affairs of the Belgian Conseil Supérieur de l’Audiovisuel, CSA, the broadcasting regulatory authority for the French speaking community in Belgium.

Prior to that, he was the Director General of CSA (Belgium).

Before joining the CSA, Mr Herman served for ten years in the telecom sector, occupying various legal and regulatory positions including in private organisations such as ETNO and KPN-Orange/BASE, and in public institutions such as BIPT, the Belgian regulator for telecoms.

Anna Herold is Head of the ‘Audiovisual & Media Services Policy’ unit at the European Commission’s Directorate General for Communications Networks, Content and Technology (DG CONNECT).

She has previously served as a Member of Cabinet of Günther H. Oettinger, then European Commissioner responsible for Digital Economy and Society.

Prior to that, she was Assistant to the Deputy Director-General of DG CONNECT, Roberto Viola, and before that she was in charge of electronic communications policy design in the Unit of this DG responsible for Regulatory Coordination & Business, where she led a policy outreach team on the Telecoms Single Market initiative.

She has worked for the European Commission since 2003, previously dealing with media and audiovisual policy, as well as competition policy.

Krzysztof Kuik joined the European Commission’s Directorate General for Competition in 2009 as Head of the “Antitrust – Media” unit, responsible for antitrust enforcement in the areas of media and sports (currently media).

Previously, he worked as a private practitioner in the Brussels, Warsaw and New York offices of an international law firm.

He obtained a law degree from the University of Warsaw and holds two LLM degrees, one from KU Leuven and another from the NYU School of Law.

Krzysztof Kuik joined the European Commission’s Directorate General for Competition in 2009 as Head of the “Antitrust – Media” unit, responsible for antitrust enforcement in the areas of media and sports (currently media).

Carolina Lorenzon, International Affairs Director at Mediaset, heads its parent company MFE’s Brussels Office. MFE-MediaforEurope N.V. consolidates the Groups’ activities within the EU, with extensive broadcast, content production and advertsing operations in Italy and Spain. Carolina is at present Chair of the Board at ACT (Association of Commercial Televisions and VOD services in Europe) member of the General Council at CRTV (Confindustria Radio Televisioni, the Italian Association of public and private broadcasters) and Board Member at GII – Gruppo d’Iniziativa Italiana – a cross-sector gathering of Italian companies represented in Brussels.

She graduated in Communication/International Affairs (Pepperdine University, Los Angeles) with a senior thesis on “Low Earth Orbit satellites for the development of telecommunication infrastructure in Least Developed Countries”, and holds a master’s degree in Economics and Global Policy (Università Cattolica, Milano).

He sits on the board of the European Interactive Digital Advertising Alliance.

Mr Murray previously spent five years at the European Commission and served as Project Manager and Legal analyst.

He has been living and working in Brussels since 2004.

Conor Murray is Director, Regulatory and Public Affairs at egta, the association of television and radio sales houses since 2011. Egta commercialise advertising space of both private and public TV/radio channels all over Europe and beyond.

Francesco Sciacchitano is Senior Legal Officer at AGCOM, the Italian communications regulatory authority, where he has worked in the last 17 years in both the audio-visual and the telecommunications sector.

Mr Sciacchitano is a senior lawyer with a specialisation in communications law and administrative law and a passion for international relations and cultural diversity.  He also teaches at the St. John’s University of New York and at the Universities of LUISS and Tor Vergata in Rome.

Previously, he worked as Project leader at the Bosnian Communications Agency, at the European Commission and as a Merger & Acquisition regulation expert at the Bear Stearns Finance Department of New York.
