The mobility industry is a strategic sector for the European economy; and one that can significantly contribute to delivering a greener future for our society. Reducing the environmental impacts of mobility without curbing the free movement of citizens or goods is one of Europe’s key challenges. In parallel, digitalisation permeates the entire economy, opening up opportunities and challenges, in particular for the transport sector.
CERRE research critically looks at the regulatory framework to support a decarbonised and dependable mobility for all. We analyse strategies to achieve greater modal shift through market-based incentives and technological advances. We look at how we can best make use of new digital technologies to improve Europe’s transport systems.

Yves Crozet is a researcher associated with CERRE and is emeritus professor at Sciences Po in Lyon.
An economist specialising in the transport economy, he is a member of the Laboratory of Urban Planning, Transport, Economics (LAET) at Lyon University, where he was director from 1997 to 2007.
From 2010 to 2015, he was Secretary General of the World Conference on Transport Research (WCTR).
Since 2009, he has been President of the think tank French Road Union (URF). He is also a member of the quality control committee for the transport services of Ile-de-France and is a member of the CITEPA administrative council and the Conseil National Routier (CNR).
In 2016, he published a book in Editions Economica titled “Hyper-mobility and public policy: a new era?”
Claire-Marie Healy* is Senior Project Manager at CERRE, leading, planning and overseeing the delivery of our research projects in the Tech, Media, Telecom and Mobility sectors. Before joining CERRE, she worked for GSMA, the industry organisation that represents the interests of mobile network operators worldwide, where she held various positions including EU Public Policy Manager following regulations on mobile telecommunication in Brussels, and Project Manager for Mobile Connect, the online authentication and identification service provided by mobile operators globally.
Earlier in her career, Claire-Marie worked at the OECD in Paris, following ICT policies for the Business and Industry Advisory Committee. She also interned at the GSMA Development Fund in India and at the Ministry of Foreign Affairs in Bolivia.
Claire-Marie received her MSc in Global Politics from the London School of Economics (LSE), after completing her studies in International Relations with German at the Kent University and the Freie Universitaet Berlin (FUB). She is a French native speaker with excellent language skills in English, German and Spanish.

Albéric Mongrenier heads up the Energy & Sustainability practice at the Centre on Regulation in Europe (CERRE), working with the CERRE members and European policymakers on sustainability issues across the board.
Before joining CERRE, Albéric worked in an international consulting firm, where he specialised in global public affairs programmes and campaigns across a wide range of sectors and countries. Prior to that, he spent several years in the Middle East and Central Asia working in economic intelligence, as a journalist and as an independent advisor in the energy sector.
A French national, Albéric studied energy and defence policy at Sciences Po, Paris, and MGIMO University, Russia.
Nazim Khiari is part of the Energy & Climate practice at the Centre on Regulation in Europe (CERRE), supporting CERRE members and European policymakers on energy and sustainability issues.
Before joining CERRE, Nazim worked at FleishmanHillard, where he specialised in public affairs programmes and campaigns focusing on energy and transport policy. Prior to that, he held stints within the OPEC and the Council of Europe, working on matters of global energy policy and cooperation as well as democracy and rule of law.
Nazim studied international relations and economics at the Sorbonne University Paris, the University of Strasbourg as well as the University of Oslo.

Georgina Santos is a CERRE Research Fellow and a Senior Lecturer at the School of Geography and Planning of Cardiff University.
An economist, she is interested in environmental and transport economics and public policy. She has conducted research on environmental taxes for air and road transport and on delays at airports and traffic congestion on roads, and more recently, on shared mobility.
Georgina Santos holds a first degree in Economics from Universidad Nacional del Sur (Argentina), an MSc in Environmental and Resource Economics from the University College London and a PhD in Economics from Cambridge University.
Andrew is Professor of Transport Performance and Economics at the Institute for Transport Studies, University of Leeds. He leads the Institute’s Rail Research Group. His research is focused on: infrastructure access pricing and marginal cost research; rail regulation and the impact of rail reforms on economic efficiency; cost and efficiency modelling; and modelling the economic impact of rail technology innovations. He has published important work in these areas and has led or is leading a wide range of research projects.
He is also academic advisor to water regulator Ofwat on econometric benchmarking, a member of the advisory board of the Italian Transport Regulation Authority, and an Editor of the Journal of Transport Economics and Policy.
Andrew has a visiting research position at the Centre for Transport Studies (Royal Institute of Technology (KTH) and VTI) in Stockholm and at the University of Masaryk, Czech Republic. He teaches at undergraduate level on Advanced Microeconomics and Public Enterprise and Regulation and teaches / or has taught at Masters level on Economics of Transport Regulation and Public Transport Planning and Management.
Chris Nash is a CERRE Research Fellow and a Research Professor at the Institute for Transport Studies (ITS) of the University of Leeds.
He was previously Director of the ITS for seven years.
He has coordinated and contributed to a wide range of EU research projects, including the SUSTRAIL project.
He has advised many organisations, including the EC’s High Level Group on Infrastructure Charging, the OECD, and the Transport and European Union Select Committees of the British Parliament.
