CERRE will host two events to debate the outcomes of its new Mobility report, “Mobility as a Service (MaaS): A digital roadmap for public transport authorities”.

This is the second event, which will focus on the more technical topics of multimodal mobility strategies and digitalisation. Authors of the CERRE report recommend that public authorities establish clear rules for competition, adopt a broad approach to regulation and leverage digitalisation and data in order to position themselves at the heart of data sharing management, to develop multimodal mobility and to introduce intelligent pricing into transport systems.

The event will feature two panels – the first moderated by Yves Crozet (co-author of the report), the second by Jan Krämer (CERRE Academic Co-Director), and each made up of industry players, regulators, policy makers and academics – focusing on specific elements of multimodal mobility strategies and digitalisation with a cross-sectoral perspective.

The debate will be livestreamed on this page and via YouTube on Thursday 11 March at 14:00 CET. The first event took place on Monday 8 March, 14:00 CET (replay livestream here). Ask questions via Slido using the code #CERREMaaS.

Isabelle Vandoorne has been a civil servant at the European Commission since 2001. Prior to working as a deputy Head of the Research and Innovation (and urban mobility) Unit, she served as the acting Head of the Sustainable and Intelligent Transport unit at DG MOVE. Previously, she developed EU policies and regulations in the areas of intelligent transport systems, railways and telecoms, and with digitalisation projects in the field of EU taxation. Before that, she worked for the Belgian Railways. She holds a Master’s Degree in Electrical/Telecom Engineering from the Faculté Polytechnique de Mons in Belgium, where she also worked as a researcher.

Autorité de Régulation des Transports (ART)

Fabien Couly is the head of the market monitoring department for the French transport regulation authority (ART). The department is in charge of controlling the opening of mobility data (EU delegated regulation 2017/1926) and the regulation of Mobility as a Service (French Mobility Act, article 28).

Previously, Mr. Couly served as a Policy Officer for the French multimodal information and smart-ticketing agency (Ministry of Transport) and as Deputy Director for the Southwestern territorial division of VNF (French Waterways Agency).

Hans Fiby has more than 30 years of experience in the fields of information technology, as an engineering consultant and as head of numerous projects in the transport and ITS sector. Since 2006, he has headed the Competence Centre for Intelligent Transport Systems of Vienna, Lower Austria and Burgenland, ITS Vienna Region. He was and is involved as a project manager and sought-after expert in numerous significant research and implementation projects.

Hans Fiby studied computer science at the Vienna University of Technology and organisational development at the University of Klagenfurt.

Together with his Data & Analytics team, Rob is responsible for making sure the Brussels public transport operator STIB-MIVB leverages data in a strategic way, without losing sight of the day-to-day operational benefits.

Rob has a background as an entrepreneur in the analytics field and is a regular trainer and speaker on these topics.

Jan Krämer

University of Passau

Jan Krämer is an Academic Co-Director at CERRE and a Professor at the University of Passau, Germany, where he holds the chair of Internet & Telecommunications Business.

Previously, he headed a research group on telecommunications markets at the Karlsruhe Institute of Technology (KIT), where he also obtained a diploma degree in Business and Economics Engineering with a focus on computer science, telematics and operations research, and a Ph.D. in Economics, both with distinction.

He is editor and author of several interdisciplinary books on the regulation of telecommunications markets and has published numerous articles in the premier scholarly journals in Information Systems, Economics, Management and Marketing research on issues such as net neutrality, data and platform economy, and the design of electronic markets.

Professor Krämer has served as academic consultant for leading firms in the telecommunications and Internet industry, as well as for governmental institutions, such as the German Federal Ministry for Economic Affairs and the European Commission.

His current research focuses on the role of data for competition and innovation in online markets and the regulation of online platforms.

Director of the programme ‘Mobility 3.0’
ATEC ITS France

Jean Coldefy is an independent expert, Director of the programme ‘Mobility 3.0’, by ATEC ITS France.

From 2010-16, he was Deputy Director of Mobility for the Grand Lyon Métropole. In this position, he supervised the development of large-scale projects such as Optimod’Lyon (winner of the World ITS Prize in 2013) and OptiCities.

More recently, he was heavily involved in the planning of the Mobility Orientation Law (LOM) in France, alongside the Ministry of Transport and the cabinet of the Transport Minister.

He is a graduate of the Central School of Lille, where he obtained a Master’s degree in business management and computer science.

Yves Crozet

Sciences Po Lyon

Yves Crozet is a researcher associated with CERRE and is emeritus professor at Sciences Po in Lyon.

An economist specialising in the transport economy, he is a member of the Laboratory of Urban Planning, Transport, Economics (LAET) at Lyon University, where he was director from 1997 to 2007.

From 2010 to 2015, he was Secretary General of the World Conference on Transport Research (WCTR).

Since 2009, he has been President of the think tank French Road Union (URF). He is also a member of the quality control committee for the transport services of Ile-de-France and is a member of the CITEPA administrative council and the Conseil National Routier (CNR).

In 2016, he published a book in Editions Economica titled “Hyper-mobility and public policy: a new era?”
