CERRE’s membership includes independent regulators, corporations, and university research centres operating in our fields of expertise. This unique approach and membership allows us to provide a vibrant and trusted forum for debates between academia, industry, regulators, policy makers and civil society.

Established in Brussels in 2010, our not-for-profit think tank is fully committed to independence, excellence, and innovation.

Since its creation in 2010, CERRE has provided a significant contribution to regulation that guarantees access to quality services at reasonable prices for all, while stimulating investments and innovation. But not anyhow. These rules should safeguard citizens’ rights and ensure strong consumer protection as well as appropriate competition between industry players.

Purpose

Our purpose is to support and inform ever better regulation in Europe and beyond. We focus on the energy and sustainability, tech, media, telecom, and mobility sectors. 

Mission

We bring decisive contributions to the improvement of regulation by:

DEVELOPING high-quality, policy-oriented research undertaken by top-level academics.

EMBRACING a cross-sector approach, actively adapting to technology, business models, markets and policy developments.

DISSEMINATING concrete and highly relevant policy-driven analyses and recommendations.

PROVIDING an environment that builds bridges and enables informed, open and insightful discussions between policy, regulatory and corporate decision-makers from different sectors, as well as civil society and academics.

Values

INDEPENDENCE – in everything we do. We deliver independent research and analysis. We never compromise our independence. We only partner with those who respect our independence and accept the impartiality of our academics and their research. While our members provide valuable input in our work programme and research projects, the CERRE Academic Council and leadership team remain the sole decision-makers for any CERRE content and material.

SCIENTIFIC EXCELLENCE – our success factor. We are committed to excellence in our research and policy recommendations. Excellence is required from our academic and secretariat staff. It is central to our purpose and to achieving our vision and mission.

ORIGINALITY – thought-provoking. We strive to always bring forward-looking and stimulating content to the debate. At the forefront of research on complex issues, we do not shy away from difficult questions or difficult answers. Providing original content to policy makers, to our members and to civil society is an essential component of our strategy to achieve our purpose.

TRANSPARENCY – for an honest and open debate. We enable conversations where questions can be asked and answered in open and honest ways, creating mutual trust with our members, our staff and external stakeholders. This allows us to innovate, to provide insightful research and to deliver influential projects. We communicate transparently as to how our activities are sponsored and developed. We also make our people, their skills and ideas visible to all.

IMPACT – connected to real-world issues. We actively monitor the dynamic evolution between political, regulatory, industry, social and societal developments. Our contributions to regulation and policies are always timely and aim to support innovation and investments while maximising the satisfaction of consumers and users.

CERRE is the only think tank focusing on network industries regulation (energy and sustainability, tech, media, telecom, and mobility).

We provide analysis and concrete recommendations

Our team develops in-depth report and issue papers. They provide top quality analysis and forward-thinking concrete recommendations to improve EU regulation.

Our publications address the major regulation challenges.

Our think tank’s research programme is adopted by the management team, after discussions between CERRE’s academics, members, and stakeholders.

We have developed a unique membership by bringing together regulators, industry and academia from the energy and sustainability, tech, media, telecom, and mobility sectors.

This distinctive transversal membership allows us to develop both sector-specific and cross-sectoral research projects leading to novel ideas.
