With the ambitious EU decarbonisation targets to 2050 arise many questions about the future of gas. The importance of renewable gases such as bio-methane, hydrogen, and synthetic gas is expected to grow in the future.

In light of this, CERRE presented the results and policy recommendations of its new Energy & Climate report ‘Future markets for renewable gases & hydrogen: What would be the optimal regulatory provisions?’

This report, led by CERRE Research Fellow Prof. Jose Luis Moraga from the Vrije Universiteit Amsterdam has been designed to provide a significant contribution to the European Commission’s gas package.

This project analyses the current status and potential development of renewable gases. It also gives clear recommendations on what would be the optimal regulatory provisions for well-functioning European markets, in particular for the production, transmission and storage of the molecules and the integration of energy systems (electricity, gas, heat).

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Raffaele Mauro Petriccione
Director General
DG CLIMA, European Commission

Raffaele Mauro Petriccione has been Director General at DG CLIMA since 2018.

He joined the European Commission in 1987 and has worked in trade policy since then, covering topics such as investment, the WTO, dispute settlement, and relations between the Member States and the European Institutions.

Before joining the DG CLIMA in 2018, he served as the Deputy-Director General of DG TRADE, responsible for trade relations within several policy areas.

He holds an LL.M. from the London School of Economics and a BA in law from the University of Bari (Italy).

Raffaele Mauro Petriccione has been Director General at DG CLIMA since 2018.

Professor José Luis Moraga joined CERRE as Research Fellow in December 2014.

He is a Professor of Microeconomics at VU University Amsterdam. He holds a PhD in Economics from the Universidad Carlos III de Madrid.

José Luis is an ICREA Research Professor (on leave) and worked at the Department of Economics at IESE in Barcelona from 2009 to 2011.

In addition to the study of the market imperfections generated by transaction costs, his research interests include energy economics, two-sided markets, advertising and research and development networks.

His work has been published in leading economic journals, including the Journal of Political Economy, the Review of Economic Studies and the Rand Journal of Economics.

José Luis’ research in energy economics is mainly focused on transparency in forward markets, access pricing for and investment in interconnectors, and the role of open seasons.

Machiel Mulder
Professor of Regulation of Energy Markets
University of Groningen

Machiel Mulder is Professor of Regulation of Energy Markets at the University of Groningen, in Netherlands. He teaches several courses on energy economics.

He is also Director of the Energy programme of the University of Groningen Business School and Director of the Centre for Energy Economics Research (CEER) at the Faculty of Economics and Business (FEB) of the University of Groningen.

Earlier he was the Deputy Chief Economist at the Netherlands Competition Authority (NMa) and head of the energy department of the Netherlands Bureau for Economic Policy Analysis.
