Greening ICT in Europe: Data Centres and the Grid

The information and communication technology (ICT) sector is central to the future of the European economy and the continent’s road to net zero. Simultaneously, the EU is also trying to quantify the sector’s energy consumption and environmental impact. In this context, the European Commission has been looking closely at the contribution and subsequent impact of data centres (DCs).

CERRE’s latest cross-sector report, “Greening ICT in Europe: Data Centres and the Grid”, looks into the drivers and nature of DC energy consumption, Europe’s attractiveness for DC investment, the legal status of DCs, and what net zero energy policies imply for DCs. The report also provides a range of regulatory and policy recommendations to frame the potential evolution of DCs as active players in the EU energy system, helping to ensure adequate grid management and optimisation in the context of growing computing needs.

Join us on Wednesday 13 October at 14:30 for a detailed presentation of the report and its recommendations by authors and leading academics Michael Pollitt and Catherine Banet, followed by a discussion with regulators, industry actors, and policymakers.

Maya Bacache joined the Executive Board of Arcep on 1 October 2019, the French regulator for telecommunications, postal services, and distribution of the press.

She had previously been a member of the French Higher Council for Public Finance and Council for Economic Analysis.

She is also a professor of economics at Paris Tech Telecom and her research topics focus on public policies, the transformation of the digital economy and the regulation of innovation.

Maya holds a degree from the École Normale Supérieure (Ulm), post-graduate degrees in economics and social sciences, and a PhD in economics.

Catherine Banet (PhD) is Professor of Law at the University of Oslo, and Head of the Department for Energy and Resources Law, Norway. Her legal research activities focus on energy market design, energy transport infrastructures regulation, support schemes and financing models, focusing on renewable energy and notably offshore wind, climate change mitigation measures such as carbon capture and storage (CCS), and hydrogen regulation.

Prof. Banet has a background from the private law practice (Norway, France), the European Commission (DG ENV), U.S. diplomatic mission and academia. She is a member of the Academic Advisory Group of the Section on Energy, Environment and Infrastructure Law of the IBA, and Chair of the Board of the Norwegian Energy Law Association.

Garrett Blaney joined the Commission for Communications Regulation (ComReg) in 2019 as Chair and he is now Commissioner.

Garrett was previously a member of the Commission for Regulation of Utilities. He is also a former Chair of the ACER Board of Regulators (Agency for the Co-operation of Energy Regulators) and also a former President of the Council of the European Energy Regulators (CEER).

Prior to becoming a regulator, Garrett had over 20 years of experience working in the energy industry. He was previously Strategic Development Director for Viridian Power and Energy, Commercial Director for Huntstown Power, Ireland’s first independent power producer, and Asian regional director for ESB International.

Michael Pollitt is Professor of Business Economics at the Judge Business School, University of Cambridge. He is an Assistant Director of the university’s Energy Policy Research Group (EPRG) and a Fellow and Director of Studies in Economics and Management at Sidney Sussex College, Cambridge. Michael is an elected Vice President (for Publications) of the International Association for Energy Economics (IAEE). He is a former external economic advisor to Ofgem.
