CERRE Regulatory Lab: Electricity System Planning and Grid Investments in Europe: International Planning, Risk Allocation and Network Regulation

Against the backdrop of changing generation and demand patterns, the workshop will explore how electricity system planning should be coordinated, what commitments are needed to support investment, and how regulation should allocate risk among different actors.

Led by CERRE Research Fellow Prof. Bert Willems, the discussion will be organised around three themes:

1. Planning and Coordination: How should Europe identify future transmission needs and coordinate network planning across Member States?
2. Commitment and Risk Allocation: How should plans be translated into commitments, and who should bear the risks when outcomes differ from the plan?
3. Regulation of Network Investments: How should regulation support timely network investment when future generation and demand remain uncertain?

Bringing together representatives from institutions, academia, civil society organisations and other relevant stakeholders, the Lab will provide a focused space to test ideas, compare perspectives and identify workable policy options.
