Europe is accelerating grid investment to support decarbonisation, security of supply and strategic autonomy. Coordination is difficult because generation investment is decentralised and market-based, while network planning and investment are centralised and regulated. Planning remains fragmented across National Energy and Climate Plans (NECPs), even though renewable generation, flexibility and cross-border trade increasingly affect network needs beyond national borders. Network investment decisions therefore depend on assumptions about where and when generation and demand will develop, and which flexibility resources will be available.
Transmission system operators (TSOs) share the planning role with Member States, generators, regulators and European institutions, but they may also bear financial risks created by decisions they do not control. This Regulatory Lab will consider how planning should be coordinated, which commitments are needed to support investment, and how regulation should allocate risk.
