Device neutrality: regulating mobile devices

On Tuesday 8 June, CERRE will host an online event to present and debate its new report “Device neutrality: openness, non-discrimination and transparency on mobile devices for general internet access”.

With mobile devices increasingly used to access the internet, addressing the accessibility, discoverability and non-discriminatory nature of content becomes crucial. The net neutrality debate is set in the context of an evolving internet ecosystem, which leads us to ask to what extent should the key pillars of net neutrality – openness, non-discrimination and transparency – apply to areas across the whole internet access value chain, such as the mobile operating system and app discovery layers?

The CERRE report analyses the internet access value chain and the trade-offs associated with non-neutrality with specific references to articles 5 and 6 of the European Commission’s Digital Markets Act. The report makes recommendations for policymakers to regulate the internet ecosystem without hindering innovation and investment.

Following a presentation of the report and its recommendations by the authors Jan Krämer and Richard Feasey, CERRE Tech, Media, Telecom & Mobility Director Lara Natale will moderate a discussion amongst regulatory authorities, key industry players and academic experts. Panellists will debate CERRE’s concrete recommendations and the regulation of mobile internet access devices, paying particular attention to the gatekeeping capacity of app stores, operating systems and browsers and the potential difference between the regulation of smartphones, versus laptops and desktops.

This webinar is free and open to all and will be livestreamed on Tuesday 8 June, 14:00 CEST, via this Zoom link. There is no registration needed. The webinar will be available to replay on the CERRE YouTube channel from 18:00 CEST.

Richard Feasey is a CERRE Senior Adviser, an Inquiry Chair at the UK’s Competition and Markets Authority and Member of the National Infrastructure Commission for Wales.

He lectures at University College and Kings College London and the Judge Business School.

He has previously been an adviser to the UK Payments Systems Regulator, the House of Lords EU Sub-Committee and to various international legal and economic advisory firms.

He was Director of Public Policy for Vodafone plc between 2001 and 2013.

Anaïs Le Gouguec works currently at Arcep as Head of the Economic analysis and digital intelligence Unit. She focuses notably on market analyses and platforms regulation.

She was also co-chair of the BEREC (Body of European Regulators for Electronic Communication) Market Economic Analysis expert working group.

Ms Le Gouguec holds Master’s degrees in Finance and Economics from LSE and in Econometrics and Quantitative Economics from Ensae ParisTech.

Jan Krämer

University of Passau

Jan Krämer is an Academic Co-Director at CERRE and a Professor at the University of Passau, Germany, where he holds the chair of Internet & Telecommunications Business.

Previously, he headed a research group on telecommunications markets at the Karlsruhe Institute of Technology (KIT), where he also obtained a diploma degree in Business and Economics Engineering with a focus on computer science, telematics and operations research, and a Ph.D. in Economics, both with distinction.

He is editor and author of several interdisciplinary books on the regulation of telecommunications markets and has published numerous articles in the premier scholarly journals in Information Systems, Economics, Management and Marketing research on issues such as net neutrality, data and platform economy, and the design of electronic markets.

Professor Krämer has served as academic consultant for leading firms in the telecommunications and Internet industry, as well as for governmental institutions, such as the German Federal Ministry for Economic Affairs and the European Commission.

His current research focuses on the role of data for competition and innovation in online markets and the regulation of online platforms.
