On Monday 20 September, CERRE will host an online event to present and debate its report “Revision of the Renewable Energy Directive (REDII): How to improve tendering, planning and tracking rules to deliver the European Green Deal?”

In July 2021, the European Commission published its so-called ‘Fit for 55’ package, including a proposed revision of the Renewable Energy Directive (known as REDII since its recent recast).

CERRE’s latest report, based on a thorough legal and regulatory analysis, addresses three aspects that the revision should cover in order to achieve higher renewable energy targets under REDII: renewable energy support schemes and tendering procedures; coordinated planning and integration of energy systems; and rules for the tracking and valorisation of renewable energy, specifically Guarantees of Origin (GOs).

Join us for a detailed presentation of the report and its recommendations with the report’s author, Catherine Banet, followed by a discussion with policymakers and industry players moderated by CERRE’s Head of Energy & Climate, Albéric Mongrenier.

Catherine Banet (PhD) is Professor of Law at the University of Oslo, and Head of the Department for Energy and Resources Law, Norway. Her legal research activities focus on energy market design, energy transport infrastructures regulation, support schemes and financing models, focusing on renewable energy and notably offshore wind, climate change mitigation measures such as carbon capture and storage (CCS), and hydrogen regulation.

Prof. Banet has a background from the private law practice (Norway, France), the European Commission (DG ENV), U.S. diplomatic mission and academia. She is a member of the Academic Advisory Group of the Section on Energy, Environment and Infrastructure Law of the IBA, and Chair of the Board of the Norwegian Energy Law Association.

Antonio Lopez-Nicolas is Deputy Head of the Renewables and Energy System Integration Policy Unit at the Directorate-General for Energy of the European Commission.

In his current role, he has led the the preparation of the Energy System Integration and Hydrogen Strategies adopted in July 2020 under the European Green Deal. He has also been deeply involved in the negotiations of the Clean Energy for all Europeans Package, including the revised Renewables Directive for the period after 2020.

Antonio is an electrical engineer with further studies in economics and management and has a wide professional experience in different relevant positions in the energy sector. Previously, he worked at ENTSO-E, the European Network of Transmission System Operators for Electricity, as Head of the Market Unit in charge of network code development, market design and transparency issues. He has also held different positions at both Red Electrica and Endesa in Spain.
