As the European Commission prepares its forthcoming legislative initiative on CO₂ transport and storage, the question of where regulation is necessary – and where it is not – to kick off a CO₂ market is core to the discussion. We invite you to join us in this discussion at a webinar on 20 March from 13:00-14:00 CET on “Market Design Options for CO₂ in Europe: Transport and Storage Regulation”. CERRE’s Academic Co-Director, Professor Catherine Banet (University of Oslo), will present her short paper on the matter, and discuss with Augustijn van Haasteren, Team Leader for Internal Market CCS at DG ENER, European Commission, and industry experts from the whole CCS value chain.

Catherine Banet (PhD) is Professor of Law at the University of Oslo, and Head of the Department for Energy and Resources Law, Norway. Her legal research activities focus on energy market design, energy transport infrastructures regulation, support schemes and financing models, focusing on renewable energy and notably offshore wind, climate change mitigation measures such as carbon capture and storage (CCS), and hydrogen regulation.

Prof. Banet has a background from the private law practice (Norway, France), the European Commission (DG ENV), U.S. diplomatic mission and academia. She is a member of the Academic Advisory Group of the Section on Energy, Environment and Infrastructure Law of the IBA, and Chair of the Board of the Norwegian Energy Law Association.

Augustijn van Haasteren is working for DG Energy of the European Commission. Since 2003, his assignments are related to energy market development.

He currently works for the unit within DG Energy responsible for ‘Decarbonisation and Sustainability of Energy Sources’, where he is team leader of the CCUS team implementing the Industrial Carbon Management Strategy and preparing a CO2 transport regulatory package. Before that, he was the team leader for the internal market for hydrogen and the hydrogen and gas market decarbonisation package. Other previous assignments include the organisation of the electricity market design part of the Clean Energy for All Europeans’ package and dealing with energy related matters in the restructuring programme for Greece.

Prior to his assignments in DG Energy, he worked in DG Competition enforcing the antitrust and merger control rules, including in IT media and energy sectors.

François LEVEILLE
François Léveillé
Head of the Gas and Hydrogen Infrastructure Department

François Léveillé is the head of the gas and hydrogen infrastructure department at CRE, the French regulatory authority for energy: François’s team is in charge of regulatory topics (tariffs, third party access, independence…) in relation with transmission networks, storage facilities and LNG terminals. His team also involved in developing the future regulatory framework for H2 and CO2 infrastructures in France. François previously worked for Gas, Hydrogen and Retail department at ACER, the EU Agency for the cooperation of Energy Regulators and held various positions within CRE earlier in his career.

Frédéric Linsig

Deputy Director for EU Affairs
TotalEnergies

Since 2019, Frédéric Linsig has been based in Brussels for TotalEnergies as the Deputy Director for EU Affairs, where he covers topics related to the decarbonisation of the energy mix, with a particular focus on natural gas and CCS. He also covers international topics and leads the company’s internal task force on sustainable finance and taxonomy.
Previously, Frédéric Linsig held various management positions within TotalEnergies’ upstream branch, notably in Latin America and the Middle East.
