CERRE at European Sustainable Energy Week: ‘Competition or Intervention? Rethinking Market Design for a Secure and Affordable Energy Union,’ with DFC Economics

Join CERRE at the 20th edition of the European Sustainable Energy Week (EUSEW), where we will contribute to this year’s programme with two policy sessions.

On 11 June, from 16:00 to 17:30 CET, the policy session, titled ‘Competition or Intervention? Rethinking Market Design for a Secure and Affordable Energy Union,’ will look at whether current market arrangements are still fit for the purpose of delivering a competitive, secure Energy Union while ensuring affordable electricity for consumers. The session will be co-hosted by CERRE and DFC Economics.

The policy session will take place in the Jenkins room (ground floor) of the European Commission’s Charlemagne building.

Carlo Cambini, CERRE Research Fellow, Professor in applied economics at the Polytechnic of Turin, has strong expertise in competition and regulation in transportation, telecommunications and the energy market.

He was appointed as chief economist at the Italian Transport Authority and then he was involved in governmental decisions on transport and telecoms.

He won the award as best Young Economist at the International meeting of the European Association of Researcher in Industrial Economics – EARIE (Lausanne, 2000), and his work has been published in leading international scientific journals.

Carlo Cambini, CERRE Research Fellow, Professor in applied economics at the Polytechnic of Turin, has strong expertise in competition and regulation in transportation, telecommunications and the energy market.

He was appointed as chief economist at the Italian Transport Authority and then he was involved in governmental decisions on transport and telecoms.

He won the award as best Young Economist at the International meeting of the European Association of Researcher in Industrial Economics – EARIE (Lausanne, 2000), and his work has been published in leading international scientific journals.

Alberto Pototschnig is an economist with extensive experience in energy policy, regulation and market design issues, with a focus on European markets. Between 2010 and 2019 Alberto served as the first Director of the European Union Agency for the Cooperation of Energy Regulators (ACER).

After seven years in the consultancy business with London Economics, Alberto joined the Italian Energy Regulatory Authority in 1997. As Director of Electricity Regulation, he was responsible for the design and implementation of technical and economic regulation for the electricity sector.

In 2000 Alberto was appointed CEO of the Italian Electricity Market Operator, and later joined the Italian Transmission System Operator (TSO). From 2006 to 2010 he was a Partner in Mercados EMI, an international consultancy specialised in energy markets design and regulation.

Alberto regularly teaches in FSR training courses on regulatory and market design issues and directs the ‘Regulatory Policy Workshop Series’, the longest-running FSR workshop series, investigating the most topical issues in the energy sector.

Enrico Tesio

Dr Enrico Tesio is Principal at DFC Economics and Advisor at the Florence School of Regulation, European University Institute. Enrico’s expertise in energy markets spans the full spectrum of wholesale market design, as he supported institutions, regulators, system operators and private businesses on a wide range of matters including spot and long-term market design, regulatory frameworks for low-carbon gases, renewables and storage, auction design and implementation, market modelling, grid code review, and support in disputes and litigation – including REMIT cases across Europe.

Beyond Europe, he has provided advisory services on electricity and gas market reform in Turkey, Ukraine, Georgia, Uzbekistan and the Western Balkans, drawing on EU market design principles and best practices.

Prior to joining DFC, Enrico supported trading operations in two EU energy companies, leading on risk management for the power and gas portfolios.

Enrico holds a PhD in Physics from the University of Strathclyde (Glasgow) and an MSc in Physics from the Università degli Studi di Milano.
