CERRE at European Sustainable Energy Week: ‘A Letta Report for Energy: Rethinking EU Energy Governance in the Next Decade,’ with Institut Jacques Delors

Join CERRE at the 20th edition of the European Sustainable Energy Week (EUSEW), where we will contribute to this year’s programme with two policy sessions.

On 9 June, from 14:30 to 16:00 CET, the policy session, titled ‘A Letta Report for Energy: Rethinking EU Energy Governance in the Next Decade‘, will take place right after a keynote speech (13:30 to 14:00 CET) by Enrico Letta. Drawing on the analyses and findings of an ongoing CERRE research project, the session will examine whether the EU energy framework is fit to enable deeper market integration for decarbonisation, security of supply, and competitiveness, and explore policy reform options. The session will be co-hosted by CERRE and Institut Jacques Delors.

The keynote and policy session will take place in the De Gasperi plenary room (2nd floor) of the European Commission’s Charlemagne building.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Guido Cervigni
Guido Cervigni
Senior Advisor
Guido is an economist, former regulator, market designer and company strategist. He has been a consultant for more than ten years, holding director level positions in leading international consulting firms.
Guido has advised regulators, system operators, exchanges and businesses across Europe on a wide range of regulatory issues in energy markets, including market design, price regulation, contracts and asset evaluation, cost-benefit analyses and unbundling. He has also advised private clients on competition and commercial disputes including analysis of state aids, assessing allegations of competitive abusive behaviors and estimating antitrust damages.
As a member of System Operation Expert Group advising the European Regulators’ Group for Electricity and Gas (ERGEG), Guido was involved in the development of the EU framework guidelines on System Operations; he was also a member of ACER’s expert group on capacity remuneration systems.
Guido is research director at GREEN, the Centre for Geography, Resources, Environment, Energy and Networks at Bocconi University, Milan and gas advisor of the Florence School of Regulation.
Guido received a PhD in economics from Bocconi University, Milan.

Maurice Dierick heads the European Affairs department at RTE, the French transmission system operator. took up the position of executive director for European Affairs at RTE in September 2024. After starting his career in industry, he has been working in the energy sector since 2001, mainly in asset management and system and market operations, but also in hydro power and grid-scale batteries. He is a past member of the Board of ENTSO-E, an engineer by training, and passionate about the future of the biggest interconnected grid in the world: Europe’s.

Board Member, former Chair of ACER and former Commissioner of ARERA
Electric Power Research Institute (EPRI)

Since 2018, Clara Poletti has served as Commissioner of ARERA, the Italian Regulatory Authority for Energy, Networks and Environment. In this role, she represented Italy in both the Agency for the Cooperation of Energy Regulators (ACER) and the Council of European Energy Regulators (CEER). From January 2019 to September 2025, she served as Chair of the ACER Board of Regulators, leading European regulatory cooperation during a crucial phase of the energy transition.

With over twenty years of experience in the regulation of the energy and environmental sectors, she has played a central role in shaping regulatory frameworks for energy, water services, and waste management at both the national and European levels. Since contributing to the establishment of the Italian Authority for Electricity and Gas in 1997, her work has been instrumental in developing modern regulatory institutions in Italy and Europe.

Between 2007 and 2011, she was Director of IEFE, the research centre on energy and environmental economics and policy at Bocconi University. She also contributed to the foundation of the Centre on Regulation in Europe (CERRE), where she currently serves as Vice-Chair of the Board of Directors.

She is a member of the Advisory Board of the Florence School of Regulation and sits on the Board of Directors of the Electric Power Research Institute (EPRI).

In recognition of her contribution to advancing regulation in the energy transition, she was awarded the title of Knight of the Order of Merit of the Italian Republic by decree of the President in 2013.

She is the author of numerous scientific publications and is widely recognised as one of the leading voices in European energy regulation.

Matthias Buck
Matthias Buck
Principal Administrator, Directorate-General for Energy, European Commission
Directorate-General for Energy, European Commission

Matthias Buck worked has worked on energy transition policies for more than 15 years, in the European Commission, in the German government and as Europe Director of the Agora Think Tanks. He is currently a principal administrator in the strategy and policy coordination team of the Commission’s Energy Directorate-General. His main focus is on the post-2030 energy and climate framework as well as supportive EU policies (eg on EU budget, on industry, on electrification, on data, on artificial intelligence).

Matthias Buck worked has worked on energy transition policies for more than 15 years, in the European Commission, in the German government and as Europe Director of the Agora Think Tanks. Alice Moscovici
Alice Moscovici
Research Fellow at Jacques Delors Institute’s Energy Center
Industrial and Energy Policies

Alice Moscovici is a Research Fellow at the Jacques Delors Institute’s Energy Center on issues related to European industrial and energy policies since April 2025. Her research focuses on the various dimensions of the Clean Industrial Deal, as well as the effective implementation of the European Green Deal. Before joining the Jacques Delors Institute, she worked as part of the industrial decarbonization team at the Directorate-General for Enterprise (DGE) of the Ministry of Economy and Finance. She also worked for two years in London at a consulting firm, AlphaSights.

Alice Moscovici is a Research Fellow at the Jacques Delors Institute’s Energy Center on issues related to European industrial and energy policies since April 2025.
