Electricity Retail Markets under Stress

The rise in energy prices has put retail markets under considerable stress since the second half of 2021. Although prices have increased all over Europe, the impact of the price shock and the reaction of national regulators and governments have been different. CERRE’s latest issue paper “Retail Energy Markets Under Stress” looks at specific case studies and initiatives taken by European countries (France, Norway, The Netherlands, and the UK) since the beginning of the crisis and draws some initial lessons learned that may help in thinking about improving the design of wholesale and retail markets.

This issue paper is to be released as the first step of an ongoing research project aimed at drawing lessons from the current crisis and identifying what net-zero means for the future of wholesale and retail electricity market design. It is the research project’s first publication and aims to map some key issues and overarching principles at retail level. The authors explore how European retail electricity markets have been coping with the current energy crisis in the form of short-term measures.

Join us on Wednesday 13 July at 14:00 CEST for the public workshop to present and debate the paper with authors Catherine Banet, Chloé Le Coq, Nils-Henrik M. von der Fehr, Michael G. Pollitt, Bert Willems, and representatives from regulatory bodies, industry and the European institutions.

Terna

Verdiana Ambrosi is an economist with a postgraduate diploma in economics and energy management. She is currently head of European Regulation at Terna S.p.A., working mainly on EU energy and climate policies, their impact on electricity regulation and on implementation of Clean Energy Package, EU guidelines and network codes on the electricity sector.  

In her previous role within the Regulatory Department of Terna, she gained experience in electricity market design and monitoring while, before joining Terna, she worked as expert in the Strategies and Development Department at Eni S.p.A., the main Italian oil and gas company.

EU Agency for the Cooperation of Energy Regulators (ACER)

Csilla Bartók is Team leader at the Agency for the Cooperation of Energy Regulators. She deals with regulatory and policy issues connected to the European internal gas market and lately her team also focuses on the possible regulatory changes linked to the energy transition. Beforehand, Csilla worked at the OECD as competition and trade analyst and at the European Commission DG Competition and DG Energy as policy officer. She holds masters in economics and political sciences and an executive MBA.

Chloé Le Coq is a CERRE Research Fellow and Professor of Economics at the University Paris 2 Panthéon-Assas and at the Stockholm School of Economics (SITE).

Her research interests include industrial organisation and behavioural economics, especially topics related to energy markets, anti-trust policy and social innovation.

She has held visiting positions at the University of Purdue, at the University of California Berkeley Energy Institute and at the National Singapore University.

Nils Henrik von der Fehr
Nils-Henrik von der Fehr

University of Oslo

Professor Nils-Henrik von der Fehr is Head of the Economics Department at the University of Oslo.

In addition to numerous academic positions, Nils-Henrik is a member of the European Energy Institute, and served as a Member of the Dutch Electricity Market Surveillance Committee.

His research interests include microeconomics, industrial economics, regulation and competition policy.

He holds a PhD in Economics from the University of Oslo.

Northern Ireland Utility Regulator (UREGNI)

Liam Gault is currently an Energy Strategy and Consumer Affairs Analyst in the Retail Directorate of the Northern Ireland Utility Regulator (UREGNI). This involves working with UREGNI and Government colleagues to develop and promote evidence based policy that will enable and protect consumers in the energy transition to net zero.

Liam previously worked in audit, primarily as an external financial auditor within NI Government in the Northern Ireland Audit Office, as well as having brief periods working for a Big 4 accountancy firm and in Queen’s University Belfast.

Ms. Gkotzou Evangelia is the Director, of Regulatory Affairs Division at PPC SA. She holds an Honors Degree in Economic Science from the University οf Piraeus and an MA in Finance and investments from the University of Nottingham Business School. Ms Gkotzou has several years’ work experience in a variety of industries and functions including Biotechnology and Banking, while for almost 13 years she worked in the Regulatory Authority of Energy (R.A.E.), holding the last three years the position of Director of Retail Markets & Consumers Protection division.

She has addressed a variety of regulatory issues, related to the liberalization of the energy market, electricity tariff design, network infrastructure investments, promotion of electromobility in Greece and regulatory issues related to the Non-Interconnected Islands institutional framework, while she has participated in a variety of European Associations (CEER, ACER, Twinning programs etc.) gaining precious European experience in regulatory issues.

Jaume is an Energy Policy Officer at BEUC, the European Consumer Organisation, where he focuses on issues connected to the decarbonisation of the energy system, and electricity and gas market design. Jaume has over 8 years of professional experience in Brussels. Prior to BEUC, he was a Senior Consultant in a public affairs consultancy firm, where advised companies active in the energy sector. Before that, he was a Policy Manager in a trade association representing the interests of companies supplying gas to off-grid customers. He started his Brussels life working for an Italian MEP belonging to the S&D Group.

University of Cambridge

Michael Pollitt is Professor of Business Economics at the Judge Business School, University of Cambridge. He is an Assistant Director of the university’s Energy Policy Research Group (EPRG) and a Fellow and Director of Studies in Economics and Management at Sidney Sussex College, Cambridge.

He is a former external economic advisor to Ofgem. He is a member of the editorial board of the Review of Industrial Organization, Competition and Regulation in Network Industries, Utilities Policy and The Energy Journal. He was a founding co-editor of Economics of Energy and Environmental Policy.

His research interests include productivity analysis, measurement of economic reform impacts and future electricity and carbon market design and regulation.

Michael has a D.Phil. from the University of Oxford.

Anne Radermecker has worked during 7 years in the private sector in wholesale energy markets. In 2019, she joined the European Commission- first within DG Competition to work on State-aid cases in the energy sector, then within DG Energy in the Unit responsible for Internal energy markets. The Unit supports the Green Deal by developing and implementing the regulatory framework for an EU-wide wholesale and retail market for electricity and gases.

Andrea Villa is Head of European Regulation and Market Studies in Brussels for Enel where he focuses on the market design and the integration of renewable and new technologies in the electricity sector.

He holds a Master’s Degree in Competition and Market Regulation issued by Barcelona Graduate School of Economics.

Tilburg University

Professor Bert Willems, a Belgian national, is a CERRE Research Fellow and an Associate Professor of Economics at the University of Tilburg.

He is also a Research Fellow of the CentER for Economic Research, Tilburg University, and a Senior Member of Tilburg Law and Economics Center (TILEC). He is also vice-chairman of the Benelux Association for Energy Economics (BAEE). 

Bert holds a MSc in Mechanical Engineering and a PhD in Economics from the KU Leuven.
