Electric vehicles rollout in Europe: what energy regulatory regime?

The European drive to decarbonise is now firmly part of the EU’s policy agenda. It is underpinned by the Energy Union proposals and the well-known target to cut carbon emissions by 40% by 2030. However, whilst industrial emissions show a 38% drop since 1990, transport emissions have gone up by 9% in the same period.

As concerns regarding particulate pollution grow, with major cities proposing penalties or bans on older petrol and diesel vehicles, it seems credible that Europe could see significant growth in the rollout of EVs in the 2020s. This development will have a substantial impact on energy systems and markets, and some incentives and regulatory regimes and tools may be needed to manage the rollout of EVs in an optimal way.

In light of this, CERRE presented the results and policy recommendations of its new Energy & Climate report ‘Electric vehicles rollout in Europe: towards an improved regulatory regime in the energy sector’.

This report, led by CERRE Academic Co-Director, Professor Nils-Henrik M. von der Fehr (University of Oslo) and CERRE Research Fellow, Professor Fridrik M. Baldursson (Reykjavik University) with the help of Ewa L. Carlson (Reykjavik University) is designed to investigate the necessary improvements to the energy regulatory regime in view of the substantial rollout of electric vehicles in Europe. The study will explore the consequences of this expansion on the energy systems and markets, and will suggest actions to be taken to enable a swift and optimal rollout.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Monique Goyens has been Director General at BEUC, the European Consumer Organisation, since 2007. She ensures that consumer interests are given weight in the development of policies, whilst raising the visibility and effectiveness of the consumer movement through lobbying EU institutions and media.

Prior to this, she worked as Secretary General at the University Commission for Development.

She holds an LLM from the Catholic University of Louvain.

Ewa Lazarczyk Carlson is Assistant Professor of Economics at the Reykjavik University Business School.

She previously served as a Postdoctoral Researcher at the Research Institute of Industrial Economics, a Stockholm-based private and independent foundation devoted to pursuing highly relevant research for trade and industry.

Her research interests include energy markets, the environment and smart cities.

She holds a PhD in Economics from the Stockholm School of Economics.

In addition to numerous academic positions, Nils-Henrik has chaired or served as a member of government committees both in his native Norway and internationally; he continues to provide expert advice to private companies and government institutions around the world on energy, as well as other issues. His research interests include microeconomics, industrial economics, regulation and competition policy.

Professor Nils-Henrik M. von der Fehr is Professor of Economics at the University of Oslo. Sabine Crome is working as a Policy Officer in the “Internal Energy Market” unit at the Directorate General for Energy of the European Commission. Her main assignments relate to DSO regulation, demand side flexibility and electromobility.

Sabine Crome joined the European Commission in 2000. Previously to her current post, she worked in the Directorate General for Mobility and Transport and in the Directorate General for Competition in the field of State aid and merger control.

Sabine Crome is working as a Policy Officer in the “Internal Energy Market” unit at the Directorate General for Energy of the European Commission. Her main assignments relate to DSO regulation, demand side flexibility and electromobility.

Friðrik Már Baldursson is a CERRE Research Fellow and Professor of Economics at the Reykjavik University Business School where he formerly served as the Dean.

He has extensive experience of economic analysis from a decade of service as Head of Economic Research and Managing Director at the National Economic Institute of Iceland as well as from various consultancy projects.

He has been active in public service in various roles, including the Supervisory Board of the Central Bank of Iceland. In October 2008, he led negotiations with the IMF on Iceland’s behalf.

Prof. Baldursson holds a PhD in Applied Statistics and Probability from Columbia University as well as an MSc in Economics.
