On 27 May 2025, from 14:30 to 16:50 CET, CERRE will host the launch event of the report “The Flexibility Challenge in the Energy Sector” at the University Foundation in Brussels. 

The event will open with a fireside chat on “Bridging national priorities: can the single market deliver flexibility for all”, and feature a presentation of CERRE’s latest report on the matter, which is a collaboration of Prof Chloé Le Coq (CERRE Research Fellow and University Paris Panthéon-Assas), Dr Daniel Duma (CERRE Research Fellow, Stockholm Environment Institute), Anna Rita Bennato (Loughborough University), and Ewa Lazarczyk (Reykjavik University). The study includes policy recommendations to better implement regulation aimed at leveraging flexibility to increase energy security and support the path to net zero.  

A panel discussion will bring together EU policymakers, industry leaders, and regulators. “Delivering on the energy transition: The role that flexibility should play” from 15:40 to 16:45, will feature representatives from DG ENER, along with GRDF, Terna, PPC, Ofgem, Arera, and Snam.

Henry Green is Deputy Director for Strategy at Ofgem, the Great Britain energy regulator. His responsibilities include developing the regulator’s strategy for consumer-led flexibility. His career has focused on climate change and science policy within the UK Government, including as Head of Net Zero Delivery at the Department for Energy Security.

Tom Howes is Advisor to Director Lukasz Kolinski, in the energy department of the European Commission, covering green energy transition and market regulation topics.

In the past, he was Head of Division at the International Energy Agency, and has worked on EU renewable energy legislation, market and grid integration issues, energy modelling, and energy finance for the European Commission and worked for the UK and Australian governments

Maria Kerkidou is an established energy expert with over 20 years of experience in European energy policy and energy security. She currently serves as Director of Strategic Market Analysis at PPC Group – Public Power Corporation S.A., where she leads strategic assessments of market developments and energy trends.

Previously, Maria headed the Energy Planning and Security of Supply Unit at the Regulatory Authority for Energy (RAE) in Greece, where she was instrumental in the development of the National Energy and Climate Plan (NECP) and in evaluating energy security across electricity and natural gas systems.

Her career includes roles such as Senior Energy Engineer and participation in EU-funded initiatives, reflecting a strong commitment to regulatory strategy and the clean energy transition.

Maria holds an MSc in Energy Management and Environmental Protection, jointly awarded by the National Technical University of Athens and the University of Piraeus, and a Diploma in Electrical and Computer Engineering from the National Technical University of Athens.

Born in Rome, Italy, in 1970 Luca is a Mechanical Engineer with a secondary school background focused on humanities.

Married, with one son, he started working in the electric utilities sector in 1996 and, despite the many different jobs he’s been involved in, he still works in this sector today.

Currently Luca is in charge of System Strategy department at Terna, the Italian Transmission System Operator, managing the long term scenario development of the power system and the market adequacy assessment in order to support Company’s regulated business.

His previous experience, mainly in the Enel Group with a few years interval in Tirreno Power, can be summarized as follows:

  • 4 years as maintenance manager in a large coal fired power plant in Liguria (Italy)
  • 4 years as energy manager of a power generation fleet including 3 large fossil fired power plants and 17 hydro plants
  • 10 years in Enel Energia, the retail branch of Enel Group in Italy, covering different roles from portfolio management up to Marketing Director

Daniel Duma has a background in political science (B.A), public policy (MSc) and economics (PhD) and has worked in the energy sector for almost 10 years, holding various roles related to public policy, development, finance and sustainability at Enel. Currently, he is a Research Fellow at the Stockholm Environment Institute.

In 2020, Daniel completed the MBA program at the University of Cambridge, Judge Business School, with a concentration in Energy and Environment. Daniel is also an affiliated expert of the Energy Policy Group, where he contributed to research projects on the green transition and economic growth. Daniel is a fellow of the Aspen Institute Romania since 2015.

Her research investigates topics related to antitrust policy, industrial organization, and behavioral economics, with a particular focus on energy markets and social innovation. Her recent work includes empirical studies on cartel formation, information structure in electricity markets, and experimental studies of social entrepreneurs.

Arancha Boden is the Head of European and International Affairs and European Senior Policy Officer at GRDF. Prior to this role, she spent five years as the Territorial Director for the Aquitaine region.

Throughout her diverse career in the energy sector, Arancha has held various management positions focused on developing new markets, business models, and products, as well as engaging in lobbying efforts across different energy markets amidst significant regulatory changes. Her professional journey has taken her across multiple countries, including Spain, France, Germany, and Canada, and has seen her contribute to renowned companies such as Dalkia, Cepsa, EDF, Engie, Hilo a subsidiary of HydroQuebec, and GRDF.

He has been working on the development and implementation of the European regulation for the harmonization of electricity markets since 2016, with particular focus on day ahead and balancing markets. He is currently working on the topics of demand response and flexibility. He holds a M.Sc. and a PhD in electrical engineering and his expertise includes regulation of wholesale electricity markets, power systems modeling, simulation and economics.
