CERRE is hosting an exclusive conversation between Josep Borrell Fontelles, High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission,  Alex Rogers, President of Global Affairs and Technology Licensing Qualcomm, Karen Melchior,  MEP DK Renew,  and the CERRE Director General, Bruno Liebhaberg, to discuss topical issues around the global governance of digital ecosystems.

Following CERRE’s flagship project, which was presented to President Emmanuel Macron last November, this high-level conversation will address the political challenges and opportunities for the European Union and the world. It will also consider the role that digital regulation can play to assert the EU’s global role and influence in particular in a situation of high geopolitical volatility.

In-person attendance to this exceptional event will be strictly restricted to a limited number of CERRE members’ representatives.

Josep Borrell Fontelles
Josep Borrell Fontelles
High Representative of the EU for Foreign Affairs and Security Policy and Vice-President of the European Commission since 2019

He previously served as Spanish Foreign Minister (2018-2019) and as President of the European Parliament (2004-2007), of which he was a Member from 2004-2009. Having initially been trained as an aeronautical engineer and economist before his entry into politics, he also held several positions in the Spanish government from 1984-1996, was President of the European University Institute (EUI) and held the Jean Monnet Chair in European Economic Integration at the Complutense University of Madrid (2013-2016).

He previously served as Spanish Foreign Minister (2018-2019) and as President of the European Parliament (2004-2007), of which he was a Member from 2004-2009. Karen Melchior
Karen Melchior
Member of the European Parliament

Karen Melchior is a Danish member of the European Parliament. Her parliamentary activities include coordinating the Renew Europe members of the Committee on Legal Affairs. She is also member of the Committee on Women’s Rights and Gender Equality and Substitute Member of the Committee on the Internal Market and Consumer Protection.

As an MEP, Karen is invested in the regulation of digitalisation, platforms and AI. She is an advocate for digital rights and consumer protection in the era of digitalisation.

Karen Melchior is a Danish member of the European Parliament. Her parliamentary activities include coordinating the Renew Europe members of the Committee on Legal Affairs. Alex Rogers

President of Global Affairs and Technology Licensing, Qualcomm

As head of Global Affairs, Alex Rogers is responsible for government affairs, public affairs, export compliance, and corporate responsibility. As the head of the company’s licensing business, Alex Rogers is responsible for the strategic direction and oversight of Qualcomm Technology Licensing (QTL), including the management of all day-to-day operations and has responsibility for the IP Department, including the patent, copyright and trademark practice groups.

Prior to joining Qualcomm, he was a partner with the law firm of Gray, Cary, Ware & Friedenrich (now DLA Piper), specializing in intellectual property litigation for various technology companies.

Bruno Liebhaberg (Website)

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.
