The future of gas in an electrified Europe

In 2017, CERRE launched an innovative new research project examining the consequences for the European gas sector of the expected electrification of European road transport and residential heating.

Based on new statistical modelling and taking into account European energy policy goals, the research highlights the implications of electrification on the total electricity system in Europe. Based on this, it considers how the expected increase in electricity demand can be met and the extent to which gas and gas infrastructures have a role to play – through traditional gas-fired electricity generation and through innovative gas products such as power-to-gas and biogas.

The conclusions and policy recommendations of the CERRE Energy & Climate project report were presented at this event, and debated with key stakeholders: gas TSOs distributers and suppliers, electricity suppliers, energy regulators, the European commission, and renewable energy providers.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Chloé Le Coq is Professor of Economics at Université Paris-Panthéon-Assas (CRED) and Research Fellow at the Stockholm School of Economics (SITE). She is a Member of the Scientific Advisory Board DIW Berlin and a Member of the Scientific Committee Chair ETI LAB -Mines Paris (since 2022). She is involved in the university incubator AssasLab. She has held visiting positions at Purdue University, the University of California Energy Institute at Berkeley, and the National University of Singapore.

Her research investigates topics related to antitrust policy, industrial organization, and behavioral economics, with a particular focus on energy markets and social innovation. Her recent work includes empirical studies on cartel formation, information structure in electricity markets, and experimental studies of social entrepreneurs.

Professor of Microeconomics
Vrije Universiteit Amsterdam

Professor José Luis Moraga joined CERRE as Research Fellow in December 2014.

He is a Professor of Microeconomics at VU University Amsterdam. He holds a PhD in Economics from the Universidad Carlos III de Madrid.

José Luis is an ICREA Research Professor (on leave) and worked at the Department of Economics at IESE in Barcelona from 2009 to 2011.

In addition to the study of the market imperfections generated by transaction costs, his research interests include energy economics, two-sided markets, advertising and research and development networks.

His work has been published in leading economic journals, including the Journal of Political Economy, the Review of Economic Studies and the Rand Journal of Economics.

José Luis’ research in energy economics is mainly focused on transparency in forward markets, access pricing for and investment in interconnectors, and the role of open seasons.

Machiel Mulder

Professor of Regulation of Energy Markets
University of Groningen

Machiel Mulder is Professor of Regulation of Energy Markets at the University of Groningen, in Netherlands. He teaches several courses on energy economics.

He is also Director of the Energy programme of the University of Groningen Business School and Director of the Centre for Energy Economics Research (CEER) at the Faculty of Economics and Business (FEB) of the University of Groningen.

Earlier he was the Deputy Chief Economist at the Netherlands Competition Authority (NMa) and head of the energy department of the Netherlands Bureau for Economic Policy Analysis.

Dr Sébastian Schwenen is a Research Fellow at the German Institute for Economic Research (DIW) Berlin, and Chair for Economics of Energy Markets at the Technical University of Munich.

His research interests include Energy Economics, Industrial Economics and Applied Microeconomics. Sebastian previously served as a Post-Doctoral Researcher at the Climate Policy Department of DIW Berlin and at the Robert Schuman Centre for Advanced Studies of the Florence School of Regulation.

Dr Sébastian Schwenen is a Research Fellow at the German Institute for Economic Research (DIW) Berlin, and Chair for Economics of Energy Markets at the Technical University of Munich.

Dr Florian Ermacora studied law at the Universities of Innsbruck, Vienna and Paris. He completed his bar exams in Vienna in 2003.

Since 1996 he has been working as an official of the European Commission starting at the Directorate General (DG) for Environment.

Between 2001 and 2004 Dr Ermacora worked for an Austrian Law Firm in Vienna. Thereafter, Dr. Ermacora has been working on public procurement policy in DG Internal Market of the European Commission and from October 2008 onwards in the DG for Transport and Energy, amongst others on the Third Energy Package.

From February 2010 to November 2012 Dr. Ermacora was Assistant of Philip Lowe, the Director-General of DG Energy. Between November 2012 and December 2014, Dr. Ermacora has been heading the Unit for Communication & Interinstitutional relations in DG Energy. Since January 2015 Dr. Ermacora has been Head of the Internal Energy Market Unit in DG Energy.

He has published various articles and books on European environmental and economic law.

Dr Florian Ermacora studied law at the Universities of Innsbruck, Vienna and Paris. He completed his bar exams in Vienna in 2003.

He previously held various positions in the European energy sector, such as: Secretary General of EDSO for Smart Grids, Vice Chairman of the Global Smart Grid Federation, Director of European Affairs at Vattenfall, Executive Vice President at Swedenergy and Vice President/Director of trade at Nord Pool – the Nordic Power Exchange.

He holds a M.Sc. in Industrial Engineering and Management from Linköping University in Sweden.

Per-Olof Granström is the former Director for Energy at CERRE.
