How fit is DSO regulation for a decarbonised Europe? Empirical assessment and regulatory pathways

On Friday 30 April, 9:00-10:30 CEST, CERRE will host a public webinar to launch and debate its latest Energy & Climate report, “Optimal regulation for European DSOs to 2025 and beyond”.

The energy transition is an integral element of the EU’s commitment to a world-leading target of net zero emissions by 2050. The key role played by the electricity distribution system operator (DSO) in the energy transition has been recognised in the EU’s Clean Energy for All Europeans Package as increasingly important. Indeed, electricity DSOs will have to evolve from a traditional passive one-way network to an active two-way network, for which optimal regulation will be crucial.

During the webinar, the authors of the report, Professor Michael Pollitt, Professor Monica Giulietti and Dr. Karim Anaya, will present their analysis and recommendations for optimal regulation of DSOs, drawn from two parallel surveys of DSOs and their national regulatory authorities (NRAs) across 39 European countries. The report’s recommendations will also be debated during a panel discussion with speakers from industry, regulatory authorities, the European institutions and academia.

Karim Anaya

Karim Anaya is a Senior Research Associate at the Energy Policy Research Group (EPRG), University of Cambridge. She holds a Doctoral Degree in Energy Economics and Master’s Degree in Technology Policy from University of Cambridge, Judge Business School.

Karim has over 15 years’ experience working in the public utility regulatory arena with a focus on energy, telecommunications, and water. She has advised different organisations and companies such as the United Nations, World Bank, public utilities regulators, and energy companies.

Her most recent work relates to future electricity network regulation and local electricity markets. She has published several peer-reviewed journal articles and book chapters.

Sabine Crome is working as a Policy Officer in the “Internal Energy Market” unit at the Directorate General for Energy of the European Commission. Her main assignments relate to DSO regulation, demand side flexibility and electromobility.

Sabine Crome joined the European Commission in 2000. Previously to her current post, she worked in the Directorate General for Mobility and Transport and in the Directorate General for Competition in the field of State aid and merger control.

Sabine Crome is working as a Policy Officer in the “Internal Energy Market” unit at the Directorate General for Energy of the European Commission. Her main assignments relate to DSO regulation, demand side flexibility and electromobility.

Before joining Nottingham, she worked at the Universities of Loughborough, Warwick, Aston and Exeter. Her research focuses on competition and regulation in wholesale and retail energy markets, energy consumers’ behaviour, fuel poverty, distribution networks and decentralised energy resources. Throughout her career, she has frequently published in international journals and conducted research work for several governmental institutions and organisations.

Monica Giulietti is Professor of Industrial Economics at Nottingham University Business School since 2023.

Torsten Knop has spent his whole career in the utility industry.

After a brief period working for an industry association, he joined the RWE Group (today E.ON) in 1999. Here he was mostly focused on public affairs issues concerning transmission and distribution grids.

With the start of formal regulation in Germany in 2005, he moved to regulatory affairs and is currently responsible for European Regulation at E.ON SE.

He is an economist by formation.

Torsten Knop has spent his whole career in the utility industry.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Michael Pollitt is Professor of Business Economics at the Judge Business School, University of Cambridge. He is an Assistant Director of the university’s Energy Policy Research Group (EPRG) and a Fellow and Director of Studies in Economics and Management at Sidney Sussex College, Cambridge. Michael is an elected Vice President (for Publications) of the International Association for Energy Economics (IAEE). He is a former external economic advisor to Ofgem.
