CERRE will host two events to debate the outcomes of its new Mobility report, “Mobility as a Service (MaaS): A digital roadmap for public transport authorities”.

The first event will focus on the digital revolution and challenges of urban mobility, kicking off with a conversation between the European Commissioner for Transport, Adina Vălean, and CERRE Director General, Bruno Liebhaberg. After this conversation, Yves Crozet, co-author of the CERRE report, will present the paper and this will springboard an open discussion amongst EU policy makers, mobility operators and authorities, and representatives of large European regions and cities.

According to the authors of the report, MaaS sits at the crossroads of the digital revolution and the transition to carbon neutrality. This discussion will consider the potential for MaaS in the context of the European Commission’s communication for “a strategy towards sustainable and smart mobility” and the importance of mobility for people living in urban areas.

The first event will be livestreamed on this page and on the CERRE YouTube channel on Monday 8 March at 14:00 CET. The second event will take place on Thursday 11 March, 14:00 CET (access to livestream here). Ask questions via Slido using the code #CERREMaaS.

Jean Coldefy is an independent expert, Director of the programme ‘Mobility 3.0’, by ATEC ITS France.

From 2010-16, he was Deputy Director of Mobility for the Grand Lyon Métropole. In this position, he supervised the development of large-scale projects such as Optimod’Lyon (winner of the World ITS Prize in 2013) and OptiCities.

More recently, he was heavily involved in the planning of the Mobility Orientation Law (LOM) in France, alongside the Ministry of Transport and the cabinet of the Transport Minister.

He is a graduate of the Central School of Lille, where he obtained a Master’s degree in business management and computer science.

Elodie Hanen joined Île-de-France Mobilités as deputy general director in charge of prospective, transport planning, and infrastructure in 2017. For the last two decades, she has been involved in the design and construction of complex projects in the fields of building and transport infrastructure in France and internationally (Asia and the Middle East).

Ms. Hanen acquired Franco-American training in the field of structural engineering and architecture (Ecole Polytechnique, University of California, Berkeley, Columbia, New York),

Edouard Hénaut is a graduate of Centrale Nantes and ESCP Europe. He began his career in 1993 at Waste Management where he held many operational positions.

He joined the Suez group in 1998 and held various management positions over twenty years, working with both industrial clients and local authorities and communities. During this time, he served as Deputy Director of Suez FD & Remédiation Europe, Managing Director of the SCORI joint venture with three French cement partners, and Managing Director of Suez OSIS (On Site and Industrial Services).

In 2016, he was appointed General Manager of Suez Recycling and Recovery for the Ile-de-France region. At the beginning of 2017, he became General Manager of Services to Local Authorities in Suez Recycling and Recovery France.

In January 2019, he joined Transdev as Chief Executive Officer, France and as a member of the Group’s Executive Committee.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

European Commissioner for Transport

Adina Vălean is the European Commissioner for Transport.

Before taking office on December 1st 2019, she was a Member of the European Parliament for 12 years. As an MEP she served as the Chairwoman of ITRE Committee (July-December 2019), Chairwoman of ENVI Committee (2017-2019) and as Vice-President of the European Parliament (2014-2017). She was also a Member of the Romanian Parliament between 2004-2007.

Adina Vălean holds a Master degree in European Integration Studies and Security and a bachelor degree in Mathematics.

Karen Vancluysen was appointed as Secretary General of POLIS, the leading European network of cities and regions on urban transport innovation in September 2014, following eight years as the network’s Research Director. Prior to that, Karen worked as network manager at ACCESS-Eurocities and as project manager at Langzaam Verkeer, a Belgian centre for mobility management.

Since 1998, Karen has been involved in European urban transport networking and policy activities and EU research and innovation projects, covering a wide range of urban mobility topics from the perspective of cities and the governance of innovation.
