Across the world, regulators and policy makers are grappling with how to establish a competitive, safe and fair online environment that also safeguards users’ fundamental rights as citizens. As the European Commission is preparing the Digital Markets Act, CERRE presents its latest contribution to the debate with a book that brings together concrete recommendations to policy makers and regulators, drawn from our recent research.

Bruno Liebhaberg (CERRE Director General) debated with Professor Jan Krämer (CERRE Academic Co-Director and Professor at the University of Passau), Javier Espinoza (FT’s  EU Correspondent in Brussels), Anne Yvrande-Billon (Arcep’s Director of Economic, Market and Digital Affairs) and MEP Stéphanie Yon-Courtin (Vice-President of the European Parliament’s Committee on Economic and Monetary Affairs).

Jan Krämer is an Academic Co-Director at CERRE and a Professor at the University of Passau, Germany, where he holds the chair of Internet & Telecommunications Business.

Previously, he headed a research group on telecommunications markets at the Karlsruhe Institute of Technology (KIT), where he also obtained a diploma degree in Business and Economics Engineering with a focus on computer science, telematics and operations research, and a Ph.D. in Economics, both with distinction.

He is editor and author of several interdisciplinary books on the regulation of telecommunications markets and has published numerous articles in the premier scholarly journals in Information Systems, Economics, Management and Marketing research on issues such as net neutrality, data and platform economy, and the design of electronic markets.

Professor Krämer has served as academic consultant for leading firms in the telecommunications and Internet industry, as well as for governmental institutions, such as the German Federal Ministry for Economic Affairs and the European Commission.

His current research focuses on the role of data for competition and innovation in online markets and the regulation of online platforms.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Javier Espinoza

EU Correspondent covering competition and digital policy
Financial Times

Javier Espinoza is the FT’s EU Correspondent covering competition and digital policy from Brussels. Prior to that, he was the paper’s Private Equity Correspondent in London. He was part of the original group of reporters that formed the FT’s Due Diligence newsletter in 2017.

He was the Daily Telegraph’s Education Editor for two years prior to joining the Financial Times. Before joining the Telegraph in 2015, he was a multimedia reporter for the Wall Street Journal in London. He’s done stints at Forbes, the Observer and other UK and international outlets. He studied journalism at City University. He is also a Political Economist having completed a second Master’s degree at King’s College London.

Javier Espinoza is the FT’s EU Correspondent covering competition and digital policy from Brussels. Prior to that, he was the paper’s Private Equity Correspondent in London. He was part of the original group of reporters that formed the FT’s Due Diligence newsletter in 2017.

Arcep, France’s regulator for electronic communications, postal and print media distribution

Anne Yvrande-Billon is Arcep’s Director of Economic, Market and Digital Affairs. She joined the French regulator in September 2020.

Previously, Anne Yvrande-Billon was Vice President of the French Rail and Road Regulatory Agency (Arafer) since 2014. Ms. Yvrande-Billon was appointed Bureau Chair of the OECD’s Network of Economic Regulators (NER) in 2019. From 2017 to 2020, she was President of the Université Paris Dauphine Governance and Regulation Chair.

Before that, she worked as a Senior Economist and as Deputy Chair of the Mergers Unit at the French Competition Authority. She has also worked at the French Council of Economic Analysis, an independent advisory body reporting to the French Prime Minister.

She holds a PhD in Economics from the Pantheon-Sorbonne University, where she also works as an Associate Professor.

Stephanie Yon-Courtin is a Member of the European Parliament since 2019, a member of the Renew Group and of the French political party Renaissance. Stéphanie Yon-Courtin is Renew coordinator of the Committee on Economic and Monetary Affairs, Vice-chair of the Committee on Fisheries (PECH) and substitute of the Committee on the Internal Market and Consumer Protection (IMCO).

Stephanie Yon-Courtin’s main commitments at the European level are the establishment of fair competition rules that are favourable to innovation and business development, as well as the protection of consumers in the digital world. She was rapporteur on the Digital Markets Act (DMA), the Foreign Subsidies Regulation (FSR), the Solvency 2 review of the rules of the insurance market and the Retail Investment Strategy.

She is also a member of the Delegation for the UE-Canada relations at the European Parliament.

Stephanie Yon-Courtin is a former lawyer. She was admitted to the Paris Bar in 2004. Specialized in competition law, she has worked in international law firms (Freshfields Bruckhaus Derringer, Allen & Overy LLP). Before that, she worked as a jurist for the European Commission. Between 2007 and 2011, she joined the French Competition Authority as an international affairs adviser to President Bruno Lasserre.

Stephanie Yon-Courtin is also Regional Councillor of Normandy and she was mayor of Saint-Contest in Calvados until 2019.

She holds a Master’s degree in law from the Universities of Caen and Bristol and a Master’s degree in European law from the University of Brussels.
