The Future of Ride-Hailing in Europe

Georgina Santos is a CERRE Research Fellow and Reader at the School of Geography and Planning of Cardiff University.

An economist, she is interested in environmental and transport economics and public policy. She has conducted research on environmental taxes for air and road transport and on delays at airports and traffic congestion on roads, and more recently, on shared mobility.

Georgina Santos holds a first degree in Economics from Universidad Nacional del Sur (Argentina), an MSc in Environmental and Resource Economics from the University College London and a PhD in Economics from Cambridge University.

Jean-Louis Colson is Head of Unit at the Directorate General for Mobility and Transport of the European Commission, in charge of road transport since 1 January 2021. He graduated from the Institut d’Etudes Politiques de Paris and Ecole Supérieure de Commerce de Paris. He joined the Commission in 1985 and was appointed Head of Unit in DG Competition in State aid control in 1997. He moved to DG Transport and Energy in 2008.

Enguerrand Marique is an Assistant Professor in Conflict Solving Institutions and Digital conflict resolution at Radboud University Nijmegen (The Netherlands) and a guest lecturer at the UCLouvain (Belgium). His current research interests address EU harmonization policies, digital governance and platform regulation.

Raluca Marian is the Director, EU Advocacy & General Delegate – International Road Transport Union (IRU), where she leads the Brussels based team and is in charge of advocacy for the entire commercial transport by road, including mobility of people and goods. Regarding people mobility, this means advocating for bus, coach and on demand last mile mobility, such as taxi. Regarding goods mobility, this includes all road freight transport and logistics matters as well as their multi-modal connectivity and drive to digitalisation. Prior to joining IRU, for over 10 years Raluca was a competition and regulatory lawyer in Norton Rose Fulbright’s team in Brussels, where she advised on a broad range of competition areas, such as merger control, investigations, abuse of dominance, horizontal and vertical agreements and State aid law. On the regulatory side, her focus has been transport regulation and market access.

Aurélien is Chair of Move EU, the European ride-hailing platform association, which he co-founded. As Senior Head of public policy for Western Europe and EU at Bolt, the leading European shared mobility platform, he is one of the best experts of European ride-hailing regulation. He strongly believes that ride-hailing has a role to play in offering European citizens a flexible, safe and efficient transport service in addition to other shared mobility options, contributing to the decrease of individual car usage. As such, Move EU advocates for a better regulatory level playing field for the ride-hailing sector in the EU.
