What future for Europe’s offshore renewable energy sector?

This event will, based on previous CERRE research on the revision of the REDII directive, stimulate an informed exchange of views on policy issues relating to offshore renewable energy, helping to steer CERRE’s work in this area for 2022.

The event will address the following questions:

  1. How can the development of offshore renewable energy become part of an integrated plan for the Blue Economy?
  2. How can Europe spur the development of large, cross-border projects and related infrastructure and support collaboration between Member States and neighboring coastal states?
  3. What is the role of public authorities in driving required upgrades to onshore and coastal infrastructure (particularly ports)?
  4. What will it take to drive social acceptance and foster the mutual benefits of offshore projects amongst all actors in the Blue Economy and European citizens?

The event will be organised online on Tuesday 25 January 2022 between 10:00-12:00 CET. The event will be a private session, accessible to CERRE members only. If you’re interested in joining the CERRE community, contact us at [email protected]

Catherine Banet (PhD) is a Professor at the University of Oslo, Faculty of Law, Scandinavian Institute of Maritime Law, Norway.

Her fields of expertise include energy law, environmental law, competition law and EU/EEA law. Her research focuses on renewable energy, support schemes and alternative financing models, energy market design, energy infrastructures regulation, climate change mitigation measures, including carbon capture and storage (CCS).

Director, Energy, Mobility & Sustainability

Albéric Mongrenier heads up the Energy & Sustainability and Mobility practices at the Centre on Regulation in Europe (CERRE), working with the CERRE members and European policymakers on sustainability issues across the board.

Before joining CERRE, Albéric worked in an international consulting firm, where he specialised in global public affairs programmes and campaigns across a wide range of sectors and countries. Prior to that, he spent several years in the Middle East and Central Asia working in economic intelligence, as a journalist and as an independent advisor in the energy sector.

A French national, Albéric studied energy and defence policy at Sciences Po, Paris, and MGIMO University, Russia.

European Parliament

Morten Helveg Petersen has served as a member of the European Parliament since 2014 as a Vice-Chair of ITRE, acting as Shadow Rapporteur on several key reports such as the European Energy Security Strategy, the implementation report on the Energy Efficiency Directive and more recently as Rapporteur on the regulation of Agency for the Cooperation of Energy Regulators (ACER). In the 2019-2024 mandate he continues his dedicated work on securing the green transition, where he has recently been appointed Rapporteur of the European Parliament’s Offshore Renewable Energy Strategy.

Before that, he served as a member of the Danish parliament from 1998 to 2009, after which he became the vice president of the association of Danish Media. In September 2013, the Danish Social Liberal Party nominated him their top candidate for the 2014 European Parliament election. He is also Chair of Energy Solutions, a cross-party European Parliamentary network which brings a holistic approach to EU Energy Legislation.
