This year’s edition of the Digital Platforms Summit will explore how the Digital Markets Act (DMA) is reshaping online markets and governance, while also anticipating the forthcoming Digital Fairness Act (DFA). The event will take place on 25 February 2026 in a hybrid format, addressing enforcement practices, consumer protection, and safeguards for minors online, as well as interactions with broader EU policies on data, competition, and artificial intelligence. As part of the event, Margrethe Vestager, former European Commissioner for Competition, will deliver a keynote speech offering strategic insights on the evolving landscape of digital regulation.

The Digital Platforms Summit 2026 will also present the outcomes of ongoing CERRE research projects, led by Director of Research Zach Meyers and Academic Director Alexandre de Streel, providing fresh evidence to inform policy debates and future regulatory approaches. The Summit will furthermore offer the opportunity to engage in a wide-ranging discussion of research findings, including the economic and market effects of the DMA, challenges of interoperability between platforms, the interplay between regulatory instruments, and governance mechanisms for effective enforcement. 

It will also examine horizontal themes under the DFA, such as consumer protection by design, dark patterns, ecosystem regulation, and the simplification of the regulatory framework. Further focus will be placed on addictive design, personalisation, and child protection, considered both as specific topics and as cross-cutting priorities. 

High-level discussions and interactive panels will provide a space to reflect on enforcement lessons, anticipate challenges, and shape the next phase of Europe’s digital rulebook. 

This will be a hybrid event.

Alexandre de Streel is CERRE Academic Director, professor of European law at the University of Namur and visiting professor at the College of Europe (Bruges) and SciencesPo Paris. He sits on the scientific committees of the Knight-Georgetown Institute (US), the European University Institute-Centre for a Digital Society (Italy), and the Mannheim Centre for Competition and Innovation (Germany).

His main research areas are regulation and competition policy in the digital economy (telecommunications, platforms, and data) as well as the legal issues raised by the developments of artificial intelligence. He regularly advises the European Union and international organisations on digital regulation.

Previously, Alexandre held visiting positions at New York University Law School, the European University Institute in Florence, Panthéon-Assas (Singapore campus), Barcelona Graduate School of Economics, and the University of Louvain. He also worked for the Belgian Deputy Prime Minister, the Belgian Permanent Representation to the European Union, and the European Commission. He has also been the chair of the expert group on the online platform economy, advising the European Commission.

Amelia Fletcher CBE is a Professor of Competition Policy at the Centre for Competition Policy, University of East Anglia and co-editor of the Journal of Competition Law and Economics. She also acts as an expert witness.

She has been a Non-Executive Director at the UK Competition and Markets Authority (2016-2023), Financial Conduct Authority (2013-20) and Payment Systems Regulator (2014-20), and a member of Ofgem’s Enforcement Decision Panel (2014-2022). She has also been a member of DG Comp’s Economic Advisory Group on Competition Policy, and was a member of the Digital Competition Expert Panel, commissioned by the UK Treasury and led by Jason Furman, which reported in March 2019.

She was previously Chief Economist at the Office of Fair Trading (2001-2013), where she also spent time leading the OFT’s Mergers and Competition Policy teams. Before joining the OFT, she was an economic consultant at Frontier Economics (1999-2001) and London Economics (1993-1999).

She has written and presented widely on competition and consumer policy. In her ongoing research, Amelia has a particular interest in the implications for competition and consumer policy of behavioural economics and online markets.

Amelia has a DPhil and MPhil in economics from Nuffield College, Oxford.

Bartlomeiej joined Google’s EU public policy team in 2017 and has since contributed to several landmark tech regulations, including the DMA. He is currently responsible for shaping Google’s positions on EU data governance and competition policy.

Before joining Google, Bartek served as a European Parliament official and advised MEPs on industry and energy policy. His previous experience includes roles at the European Commission and the German Marshall Fund of the United States. He holds a PhD in Political Science from Jagiellonian University and an MA in International Relations from the College of Europe.

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Chiara Caccinelli is Deputy Head of the Economic Analysis and Digital Affairs Unit at Arcep (the French regulator for electronic communications, postal and print media distribution services) and Co-chair of the Digital Markets WG at BEREC. From 2019 to 2022 she co-chaired BEREC’s Market and Economic Analysis WG. Before joining Arcep and BEREC, Chiara was Deputy to the Director of the Governance and Regulation Programme and the Club of Regulators in Paris (2015-2019), and simultaneously carried out academic research on economic and competition challenges in the digital economy. Previously, she was Programme Manager and Research Associate at the Florence School of Regulation (European University Institute, 2011-2015) and Analyst and Consultant in European Affairs in Milan and Brussels (2009-2010). Chiara holds an MSc in Economics of Network Industries and Digital Economy from Paris Dauphine University – PSL, and an MA in European Affairs from the University of Perugia.

Christoph Busch is Professor of Law and Director of the European Legal Studies Institute at the University of Osnabrück, Germany. He is a Fellow and Council Member of the European Law Institute (ELI) and an Affiliated Fellow at the Information Society Project at Yale University. His research focuses on consumer law, platform governance and algorithmic regulation.

Christoph Busch is Professor of Law and Director of the European Legal Studies Institute at the University of Osnabrück, Germany. He has nearly 20 years of experience as an enforcement official in numerous economic sectors. He set up ACM’s Behavioural Insigths Team and managed the team for the first years. He has been seconded to the OECD to work on consumer policy. And he is a co-author of ACM’s Guidelines on the Protection of the Online Consumer.

Dries is a lawyer and coordinator of the digital economy at the Consumer Division of the Netherlands Authority for Consumers and Markets (ACM). He began his career in the UK (Leicester 1993-2001 and London School of Economics (2001-2010) before taking up the Chair in competition law at the European University Institute in Florence, Italy (2010-2019). While at the EUI he helped establish the Florence Competition Program which carries out research and training for judges and executives. He also served as Head of the Law Department at the EUI.

His principal field of research is competition law, a subject he enjoys tackling from an economic and a policy perspective.

Together with Damian Chalmers and Gareth Davies he is a co-author of European Union Law: Text and Materials (4th ed, Cambridge University Press, 2019), one of the major texts on the subject. He is one of the editors of the Common Market Law Review.

Ms Pérignon was also a member of the Cabinet of several Commissioners, including Commissioner for Values and Transparency, the Czech Vera Jourova and former Commissioner for Home Affairs, the Swedish Cécilia Malmström.

Before joining the Commission in 2003, Isabelle Perignon was a solicitor specialising in EU law and was a member of the French and Belgian bars. She worked at Baker McKenzie law firm under the supervision of Ms Christine Lagarde. She holds a Master’s Degree in European Legal Studies (LLM College of Europe) and a Master in Business Studies.

Jan Krämer is an Academic Co-Director at CERRE and a Professor at the University of Passau, Germany, where he holds the chair of Internet & Telecommunications Business.

Previously, he headed a research group on telecommunications markets at the Karlsruhe Institute of Technology (KIT), where he also obtained a diploma degree in Business and Economics Engineering with a focus on computer science, telematics and operations research, and a Ph.D. in Economics, both with distinction.

He is editor and author of several interdisciplinary books on the regulation of telecommunications markets and has published numerous articles in the premier scholarly journals in Information Systems, Economics, Management and Marketing research on issues such as net neutrality, data and platform economy, and the design of electronic markets.

Professor Krämer has served as academic consultant for leading firms in the telecommunications and Internet industry, as well as for governmental institutions, such as the German Federal Ministry for Economic Affairs and the European Commission.

His current research focuses on the role of data for competition and innovation in online markets and the regulation of online platforms.

Prior to joining Mozilla, Kush was a Senior Competition & Regulatory Lawyer at the BBC for five years, based in London. He joined the BBC from SJ Berwin LLP (later Kings & Wood Mallesons) where he worked on competition cases in sectors such as energy, media, telecoms and pharmaceuticals, including the pay-for-delay cases before the European Commission and the Court of Justice. Kush studied law at the University of Warwick and Université Montesquieu Bordeaux IV.

Margrethe Vestager is globally renowned for her decisive leadership at the heart of Europe’s regulatory landscape. Martins Prieditis is deputy Head of Unit in Directorate-General for Justice and Consumers (DG JUST) of the European Commission. He joined the Commission in 2007 and has worked in DG JUST on consumer protection since 2012.

Martins dealt with the last review of EU consumer law in 2019, and the new Directive promoting the Repair of Goods adopted in 2024. Currently, his main file is the preparation of the Commission’s proposal for a Digital Fairness Act due in 2026.

As the CERRE Director of Research, Zach Meyers has a wide remit, including managing our cross-sectoral programmes and projects.

Previously the assistant director of the Centre on European Reform, Zach Meyers has a recognised expertise in economic regulation and network industries such as telecoms, energy, payments, financial services and airports. In addition to advising in the private sector, with more than ten years’ experience as a competition and regulatory lawyer, he has consulted to several governments, regulators and multilateral institutions on competition reforms in regulated sectors. He is also a regular contributor to media.

Zach holds a BA, LLB and a Master of Public & International Law from the University of Melbourne.
