Following the European Commission’s proposals for the Digital Services (DSA) and Digital Markets (DMA) Acts and the publication of CERRE’s reports on the DSA and DMA, the latter of which has been referenced in the Commission’s DMA Impact Assessment Report, CERRE is hosting a series of livestreamed online ‘rendez-vous’ events to debate the DSA and DMA package, delving into specific aspects of each proposal. The first ‘rendez-vous’, during which CERRE Academic Co-Director Alexandre de Streel presented a first assessment of the DMA by the authors of the CERRE DMA report, took place on Tuesday 19 January.

The second, “Digital Markets Act: Prohibitions and obligations to be imposed”, will bring together key players from the online platforms and telecommunications industries, policy makers and academics to discuss the prohibitions and obligations to be imposed on online platforms outlined in the European Commission’s proposal for the DMA alongside CERRE’s DMA recommendations for the scope, criteria for intervention and prohibitions/obligations.

This debate, moderated by CERRE Tech, Media, Telecom & Mobility Director Lara Natale, will be livestreamed on this page and via YouTube on Tuesday 9 February at 16:00 CET. Viewers will have the chance to ask questions via Sli.do during the event using the code #CERREDMA.

Kyle Andeer is Apple’s Chief Compliance Officer and Vice President of Corporate Law.  Mr Andeer has built and managed Apple’s global Competition Law & Policy group over the last decade.

Mr Andeer joined Apple in 2010 after a ten year career in federal antitrust enforcement working at both the Department of Justice’s Antitrust Division and the Federal Trade Commission.  While he was at the Federal Trade Commission, Mr. Andeer also served as Commissioner Thomas Rosch’s attorney advisor on antitrust issues.

Richard Feasey is a CERRE Senior Adviser, an Inquiry Chair at the UK’s Competition and Markets Authority and Member of the National Infrastructure Commission for Wales.

He lectures at University College and Kings College London and the Judge Business School.

He has previously been an adviser to the UK Payments Systems Regulator, the House of Lords EU Sub-Committee and to various international legal and economic advisory firms.

He was Director of Public Policy for Vodafone plc between 2001 and 2013.

Amelia Fletcher CBE is a Professor of Competition Policy at the Centre for Competition Policy, University of East Anglia and co-editor of the Journal of Competition Law and Economics. She also acts as an expert witness.

She has been a Non-Executive Director at the UK Competition and Markets Authority (2016-2023), Financial Conduct Authority (2013-20) and Payment Systems Regulator (2014-20), and a member of Ofgem’s Enforcement Decision Panel (2014-2022). She has also been a member of DG Comp’s Economic Advisory Group on Competition Policy, and was a member of the Digital Competition Expert Panel, commissioned by the UK Treasury and led by Jason Furman, which reported in March 2019.

She was previously Chief Economist at the Office of Fair Trading (2001-2013), where she also spent time leading the OFT’s Mergers and Competition Policy teams. Before joining the OFT, she was an economic consultant at Frontier Economics (1999-2001) and London Economics (1993-1999).

She has written and presented widely on competition and consumer policy. In her ongoing research, Amelia has a particular interest in the implications for competition and consumer policy of behavioural economics and online markets.

Peter Lochbihler has been Global Director Public Affairs at Booking.com since February 2016, heading a global government relations team, based at headquarters in Amsterdam.

Prior to joining Booking.com, Peter was working with Rolls-Royce from 2012 to 2016, where he served as Vice President – EU Affairs, representing the company towards the EU institutions. From 2001 to 2011, Peter held senior roles in Public Affairs consulting firms in Brussels, where he advised multinational corporations from various sectors.

Peter was born in Regensburg (Germany) and, following university studies in Germany, the UK and France, holds a Master of Arts in European Political and Administrative Studies from the College of Europe in Bruges (Belgium). Further to his native German, Peter speaks fluent English and French.

Howard Shelanski is a Professor of Law at Georgetown University and a partner in the law firm of Davis, Polk & Wardwell.  His scholarship focuses on antitrust and regulation. From July 2013 through January 2017, Mr. Shelanski served in the administration of President Obama as Administrator of the White House office of Information of Regulatory Affairs.

He previously fulfilled senior positions in several governmental bodies, including the Bureau of Economic at the Federal Trade Commission, the Federal Communications Commission and the President’s Council of Economic Advisers.From 1997 through 2009 he taught at the University of California at Berkeley, where he was co-Director of the Berkeley Center for Law and Technology.

Mr. Shelanski earned his Ph.D. in economics and his J.D. from the University of California at Berkeley, and his B.A. from Haverford College.
