CERRE Regulatory Lab: Grid Investment and Generation Planning in Europe

Europe is accelerating grid investment, yet, generation planning remains fragmented and largely uncoordinated. Against the backdrop of rising capital costs, tighter financing conditions, supply-chain dependencies, and a strategic push to reduce external energy reliance, this Regulatory Lab will examine whether Europe’s infrastructure ambitions are running ahead of its governance and planning capacity. It will explore how deeper coordination of generation trajectories, flexibility resources, and demand-side solutions could deliver more resilient outcomes at lower total system cost.

Bringing together representatives from institutions, academia, civil society organisations and other relevant stakeholders, the Lab will provide a focused space to test ideas, compare perspectives and identify workable policy options.
