The European Union has been prolifically legislating on the digital sector over the last mandate with landmark laws like the Digital Services Act, Digital Markets Act and the AI Act. During the same period, the Chinese government has also moved fast to regulate its own digital sector, with detailed rules on AI, platforms, privacy, cybersecurity, etc.

China and the EU are the most important trading partners for each other. What are the key drivers to their respective digital policies? To avoid fragmentation of the global digital space, can regulatory convergences be found, at least in some specific digital areas, and, where alignment may not be achievable, can co-existence be organised?

To discuss this and other hot issues on the international relations policy agenda, CERRE will host on May 30, 2024, 12.30-13.30 CEST, Angela Zhang, author of the new book “High Wire: How China regulates Big Tech and governs its economy”, and Werner Stengg, Senior Expert in Executive Vice President Margrethe Vestager’s cabinet, for a timely webinar. The conversation will be moderated by Bruno Liebhaberg, CERRE Executive Chairman.

Executive Chairman¹ ²

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Angela Zhang
Associate Professor of Law
University of Hong Kong

Widely recognized as a leading authority on China’s tech regulation, Angela Zhang has written extensively on this topic. She is the author of “Chinese Antitrust Exceptionalism: How the Rise of China Challenges Global Regulation” (Oxford, 2021), which was named one of the Best Political Economy Books of 2021 by ProMarket. Angela’s second book, “High Wire: How China Regulates Big Tech and Governs Its Economy,” was released by Oxford University Press in March 2024.  Currently teaching at the University of Hong Kong, Angela will soon join the University of Southern California as a Professor of Law later this summer.

Werner Stengg is a digital expert at the European Commission. Prior to fulfilling responsibilities as a member of Executive Vice President Margrethe Vestager’s Cabinet, he was Head of Unit in various DGs since 2006, responsible for E-commerce and online platforms, for postal and public interest services, and for better regulation and economic analysis. His experience within the European Institutions also includes positions in DG Budget, in DG Enterprise, and the European Council of Ministers. He holds a doctorate in commerce and economics from the Vienna University of Economics and Business Administration.
