Following the agreement on the new European Electronic Communications Code, this CERRE seminar provided an opportunity to analyse the outcomes of the negotiation and discussed how to interpret and implement the Code’s provisions in the light of those ambitions.

Will it really stimulate investment in very high capacity networks while promoting competition and protecting consumers?

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Alexandre de Streel is the Academic Director of the digital research programme at the Brussels think-tank Centre on Regulation in Europe (CERRE), professor of European law at the University of Namur and visiting professor at the College of Europe (Bruges) and SciencesPo Paris. He sits in the scientific committees of the Knight-Georgetown Institute (US), the European University Institute-Centre for a Digital Society (Italy) and the Mannheim Centre for Competition and Innovation (Germany).

His main research areas are regulation and competition policy in the digital economy (telecommunications, platforms and data) as well as the legal issues raised by the developments of artificial intelligence. He regularly advises the European Union and international organisations on digital regulation.

Previously, Alexandre held visiting positions at New York University Law School, the European University Institute in Florence, Panthéon-Assas (Singapore campus), Barcelona Graduate School of Economics and the University of Louvain. He also worked for the Belgian Deputy Prime Minister, the Belgian Permanent Representation to the European Union, and the European Commission. He has also been the chair of the expert group on the online platform economy, advising the European Commission.

Richard Feasey is a CERRE Senior Adviser, an Inquiry Chair at the UK’s Competition and Markets Authority and Member of the National Infrastructure Commission for Wales.

He lectures at University College and Kings College London and the Judge Business School.

He has previously been an adviser to the UK Payments Systems Regulator, the House of Lords EU Sub-Committee and to various international legal and economic advisory firms.

He was Director of Public Policy for Vodafone plc between 2001 and 2013.

Marc Bourreau is a Academic Co-Director at CERRE and Professor of Economics at Télécom Paris (Institut Polytechnique de Paris). He is affiliated with the interdisciplinary institute for innovation (i3) for his research.

His research focuses on competition policy and regulation, digital markets, and telecommunications.

Marc holds a Ph.D. in Economics from the University of Paris Panthéon Assas.

Marc Bourreau is a Academic Co-Director at CERRE and Professor of Economics at Télécom Paris (Institut Polytechnique de Paris). He is affiliated with the interdisciplinary institute for innovation (i3) for his research.

Marc Lebourges is Head of European and Economic Regulation in the Regulatory Affairs Department of Orange. He is also the Chair of the Working Group on Competition Policy at ETNO, the Telecommunications Network Operators association which represents incumbent operators in Brussels.

Jeremy Godfrey has over 30 years of regulatory, government and business experience in the communications, technology and online sectors, in Ireland and Hong Kong.

Jeremy was Chairperson of the Competition and Consumer Protection Commission (CCPC). Previously he served eight years as a Commissioner and Chairperson of the Commission for Communications Regulation (ComReg). During that time, he also served as Chair and vice-Chair of BEREC, the coordinating body for EU telecoms regulators. In Hong Kong, he served as Government Chief Information Officer, as a management consultant and as a senior executive in the telecommunications sector.

Jeremy has been involved in regulatory developments such as the EU’s Digital Services Act, the Digital Markets Act, and the Open Internet Regulation. As Hong Kong Government CIO, he had responsibility for the e-government programme and cloud computing strategy, as well as for Internet governance, digital inclusion and promoting online safety. As a consultant, he advised clients about online business strategies and on regulatory issues in the communications, energy, transportation and financial services sectors. While in the telecommunications industry he was involved in the launch of the world’s first commercial online video-on-demand service as well as in many regulatory issues.

Jeremy started his career as a civil servant in the UK government. He holds an MA from Cambridge University, where he studied mathematics.

Anthony Whelan is a barrister. He has been a lecturer in public law at Trinity College Dublin, followed by a number of years as legal secretary in the chambers of an Advocate General at the European Court of Justice.

He was subsequently a member of the Legal Service of the European Commission. He was head of the cabinet (private office) of EU Commissioner Neelie Kroes when she was commissioner for competition, and later when she became commissioner for the Digital Agenda.

Now Anthony Whelan is the Director for Electronic Communications Networks & Services.

She has been actively engaged in European regulatory debates for the last 15 years, prior to which she worked as a lawyer at Clifford Chance LLP in London for 8 years.

She got her bachelors’ degree from Harvard University and a masters’ degree from Columbia University, and a law degree from Oxford University.

Dr Annegret Groebel is a Director of International Relations at the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway (BNetzA). Dr Groebel has worked for BNetzA since 1998.

She is CEER President since January 2019 and was Vice President of CEER since 2012. She also co-chairs the CEER Market Integration and Transparency (MIT) Working Group since 2013.

She is a member of the Board of Regulators of the Agency for the Cooperation of Energy Regulators (ACER).

Dr Groebel has a PhD in Economics from the University of Mannheim, an M.A. (Master of European Administrative Management) from FH Bund (Bruehl) and a Diploma in Economics from the University of Heidelberg.

She has an excellent knowledge of the European regulatory framework for electronic communications as well as the regulatory framework for the internal energy market. She has experience in advising public authorities on regulatory reform and sector specific regulation and is actively involved in the work of the European Regulators Group (ERG) and of the Body of European Regulators for Electronic Communications (BEREC).

Apart from her professional duties, she has also been lecturing for a considerable time on different subjects in economics, finance, social policy, trade policy and European Integration, as well as on the regulatory framework in the German and European telecommunications and energy markets at different universities and vocational training academies in Germany, the FSR in Italy, and Switzerland.

Prior to this, Mr Keetelaar was Director of Regulation and Competition at the Netherlands Authority for Consumers & Markets (ACM). He also worked at the Netherlands Independent Post and Telecommunications Authority (OPTA) as the Director of Markets. Prior to that, he worked in the telecommunications and aviation industry for almost ten years.

He holds a Master’s degree in Econometrics from the University of Amsterdam.
