OpenRAN and the Future of Innovation in Telecommunications

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Marc Bourreau is a Academic Co-Director at CERRE and Professor of Economics at Télécom Paris (Institut Polytechnique de Paris). He is affiliated with the interdisciplinary institute for innovation (i3) for his research.

His research focuses on competition policy and regulation, digital markets, and telecommunications.

Marc holds a Ph.D. in Economics from the University of Paris Panthéon Assas.

Wolter Lemstra is a CERRE Research Fellow and Associate Professor at Nyenrode Business University. He was Senior Research Fellow at the Delft University of Technology.

His research interests are the development of the telecoms sector concerning firm strategy and government policy, and the role of governance regimes and the institutional environment.

He has previously held senior management positions in the field of engineering and product management, sales and marketing, strategy and business development.

Wolter holds a PhD from the Delft University of Technology.

Audrey is Vice-President Government Affairs at Qualcomm. Audrey’s main activities focus on Technology and Geopolitics in Europe. She oversees strategic public policy files and advocacy efforts and is leading policy engagement with EU institutions in Brussels.

Audrey is former Vice-Chair of the Amcham EU Intellectual Property Rights Committee and is Board member of the European Internet Forum. Audrey joined Qualcomm in 2014 after having worked in the public and private sectors for over 12 years and returned to Qualcomm in mid-2020 after having led the European Commission team at Google. Initially working for the French government’s European Affairs Service, advising the Prime Minister’s office, the Ministry of Justice and the Ministry of Culture and Communication,

Audrey had led the Government Affairs team of BlackBerry in Brussels for 5 years. She holds postgraduate degrees in European and International Law from La Sorbonne, and in International Relations from the University of Pantheon-Assas, Paris. She also completed the Executive Management Acceleration Program of INSEAD. Audrey is based out of Brussels, and had previously lived in Toronto, Paris, Fort-de-France, Abidjan, and Djibouti. Audrey has a seven-year-old daughter and enjoys spending time with her English bulldogs, her Pomanese and her cat. She is a big fan of martial arts and has just started training for boxing.
