Towards Inclusive AI

About

Among AI’s global challenges, inclusiveness should be top of the political agenda. How can we manage the potential social and economic disruption which AI may cause? And how can we ensure that the global South does not get left behind? Despite different political systems and values, intergovernmental cooperation and knowledge sharing are crucial to help ensure AI develops in an inclusive way.

An official partner event of the Paris AI Action Summit 2025, this online conference will identify robust answers to these questions. It is jointly organised by the Centre on Regulation in Europe (CERRE) and the Beijing-based Center for China and Globalization, in cooperation with the global applied policy research institute JustJobs Network. It will bring together leading voices in AI governance from around the world, including Europe, China, India, Mexico, Senegal, and the United States.

The discussions will feature two panels on “Managing the Consequences of AI for Skills and Employment” and “Ensuring AI Fitness for All Parts of the World.”

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Dr. Henry Huiyao Wang is the Founder and President of Center for China and Globalization (CCG), the leading Chinese non-governmental think tank among Top 100 in the world. In addition, he is the former Counselor to China State Council appointed by Chinese Premier; Vice Chairman of ChinaAssociation for International Economic Cooperation under the Ministry of Commerce; Vice Chairman of China Public Relations Association; a Director of Chinese People’s Institute of Foreign Affairs and aDirector of  China National Committee for Pacific Economic Cooperation, both organizations under the supervision of Ministry of Foreign Affairs and a member of Advisory Committee for GlobalCompetence Development of Tsinghua University. Currently, he is a Steering Committee Member ofParis Peace Forum and also sits on the Advisory Board of Duke Kunshan University and Richard Ivey Business School.

Dr. Wang pursued his PhD studies at University of Western Ontario and University of Manchester. He was a Senior Fellow at Harvard Kennedy School and a Visiting Fellow of Brookings Institute. As athought leader on global relations, international business, global governance, talent migration, global investment and trade, Chinese Diasporas and Chinese think tanks etc., he has published nearly 100works, including the latest publication Escaping Thucydides’s Trap: Dialogue with Graham Allison on China–US Relations (Springer, 2023); CCG Global Dialogues (2022); and he is also the editor ofSpringer Nature’s China and Globalization Series (https://www.springer.com/series/16735).

Dr. Wang is a frequent speaker at international events such as the World Economic Forum, Munich Security Conference, Paris Peace Forum, WTO Public Forum, Munk Debate, Berlin Foreign PolicyForum, and Milken Global Forum. Gabriela Ramos is UNESCO’s Assistant Director-General for the Social and Human Sciences. She oversees the institution’s contributions to building inclusive societies. Her mandate includes tackling economic inequalities of income and opportunity, and promoting social inclusion and gender equality. She also oversees the youth empowerment agenda, promoting values through sport, fighting against racism and discrimination, and the ethics of science and technology. She oversaw the development and adoption of the Recommendation on the Ethics of Artificial Intelligence (2021), its Readiness Assessment Methodology (RAM), and the establishment of UNESCO’s annual Global Forum on the Ethics of AI. She is currently steering the Organization’s two-year-long inclusive process to develop the first global Recommendation on the ethics of neurotechnology.

She also launched the Global Forum against Racism and Discrimination to catalyze Member States’ political support for this cause. On gender equality, she has advanced several initiatives, particularly to combat gender stereotypes and biases, including in new technologies. She also leads UNESCO’s Management of Social Transformations (MOST) programme to support governments in strengthening the connection between innovative research and policy action. She has overseen several of UNESCO’s research publications, notably “Inclusive and resilient societies: equality, sustainability and efficiency” (2023). Juan Francisco Jimeno Serrano is Ph. D. in Economics from the Massachusetts Institute of Technology. He has been a professor of Economics at the London School of Economics and at the University of Alcalá. Since 2004 he has developed his professional work at the Bank of Spain, where he has held responsibilities as head of the Research Division, head of the Macroeconomic Modeling and Analysis Division, and adviser in the General Directorate of Economics and Statistics. He is an associate researcher at the CEPR (Center for Economic Policy Research), the IZA (Institute for the Study of Labor) and the CEMFI (Center for Monetary and Financial Studies). He was President of the Spanish Economics Association in 2017, has been a consultant to the European Commission and the World Bank, and since July 2024 is President of the Spanish National Productivity Board. He has published articles on economic topics in numerous academic journals, mostly in the fields of Labor Economics, Macroeconomics and Public Economics.

Under Ms. Dewan’s leadership, the JustJobs Network has grown to exert significant influence on the global discourse on employment and the governance of labour markets.

Ms. Dewan has been a Senior Visiting Fellow at the Centre for Policy Research in India, and a Non-Resident Fellow at the Carsey School of Public Policy at the University of New Hampshire. Before this, she served as a Senior Fellow and Director for International Economic Policy at the Center for American Progress in Washington DC. Ms. Dewan’s research examines how major forces from technology to climate change are upending traditional employment models. Within technology, Ms. Dewan’s work focusses on the impact of the platform economy, e-commerce, and artificial intelligence on employment. She draws on field-based research and partnerships to connect findings from the ground to policy at national and international levels. She works closely with governments, businesses, multilateral, and grassroots organizations providing critical labour market insights to help generate more employment, cultivate employability, and promote inclusive and sustainable economic growth.

Ms. Dewan’s wide experience includes working with institutions including the World Bank, the International Labour Organization, and the European Commission, as well as grassroots organizations in Sierra Leone, India and Western Samoa. She serves on several global and local committees. She is one of six advisor’s to the Swedish Prime Minister’s Global Deal initiative. She serves as a member of the Global Challenges Foundation’s Climate Governance Commission. She is a member of the Confederation of Indian Industry’s National Committee on Skills and Livelihoods; Niti Aayog’s advisory committee for ‘Vision 2035’, and is part of the advisory group for Work Fair and Free Foundation. She played a key role in integration of vocational education in India’s National Education Policy 2020 and National Curriculum Framework 2023.

Dr Seydina Moussa Ndiaye is senior lecturer at Cheikh Hamidou Kane Digital University (Senegal). He also supports the Ministry of Higher Education, Research and Innovation, steering the digital transformation of Senegal’s higher education system. Seydina coordinated the acquisition of Senegal’s supercomputer, TAOUEY.

At national level, he is a member of several bodies, including National Digital Council, National Cryptology Commission, Steering Committee of the Digital Technology Park Project (PTN), Board of Directors of SENUM SA and President of the Senegalese Association for AI. Seydina has supported the Senegalese government in the conceptualization of national AI and data strategies.

Seydina is an expert to the African Union for the drafting of the Pan African White Paper on AI and to the Global Partnership on Artificial Intelligence (GPAI). He is also member of the UN SG’s High-Level AI Advisory Body.

Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and taking up duties as of January 2023. His 25 years of experience spans across sectors of telecoms and digital policy, regulation and strategy, stemming from executive level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean and the Pacific region. As Deputy Secretary-General of ITU, Tomas focuses on the financial sustainability and operational excellence of the organization. He also works to raise the digital industry’s ambition in fighting the climate crisis through the Green Digital Action initiative and promotes investments into the digital infrastructure as well as digital resilience through the Digital Infrastructure Investment Initiative and other efforts. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, including through his role as a co-chair of the United Nations Inter-Agency Working Group on AI. He is also playing a key role in ensuring ITU’s support to other UN-wide development and governance efforts, including through the World Summit of the Information Society process and membership at the Operational Steering Committee of the UN Joint SDG Fund. Zhang Linghan is a Professor of Law at the Institute of Data Law, China University of Political Science and Law, member of the UN High-Level Advisory Body on AI. She has participated in legislative advisory work on algorithm regulation, platform governance, data security, and artificial intelligence governance in China for years. 2024 TIMES magazine recognized her as the World’s 100 Most Influential People in Artificial Intelligence.

Zhang Linghan is a Professor of Law at the Institute of Data Law, China University of Political Science and Law, member of the UN High-Level Advisory Body on AI.
