In the wake of a profound shift in the regulation of the digital economy, the role played by regulatory networks in implementing Europe’s new rules is increasingly important. To facilitate an open discussion between the heads of relevant regulatory networks, CERRE will bring together Michel Van Bellinghen, Chair of the Body of European Regulators for Electronic Communications (BEREC), Tobias Schmid, Chair of the European Regulators Group for Audiovisual Media Services (ERGA), and Inge Bernaerts, Director for Policy and Strategy at DG Competition.
Moderated by CERRE Director General, Bruno Liebhaberg and CERRE Academic Co-Director Alexandre de Streel, this high-level panel will address the challenges faced by the regulatory authorities within these networks. The panellists will address the development of cooperation between members and the networks themselves, the extent to which silos can – and have – been broken down between different regulators, and how regulators engage with stakeholders, including the organisations they regulate. Panellists will also touch on the increasing trend towards centralised enforcement and oversight in recent legislative instruments.
The event will include an audience Q&A session, opening the floor to participants for further discussion.

Alexandre de Streel is the Academic Director of the digital research programme at the Brussels think-tank Centre on Regulation in Europe (CERRE), professor of European law at the University of Namur and visiting professor at the College of Europe (Bruges) and SciencesPo Paris. He sits in the scientific committees of the Knight-Georgetown Institute (US), the European University Institute-Centre for a Digital Society (Italy) and Mannheim Centre for Competition and Innovation (Germany).
His main research areas are regulation and competition policy in the digital economy (telecommunications, platforms and data) as well as the legal issues raised by the developments of artificial intelligence. He regulatory advises the European Union and international organisations on digital regulation.
Previously, Alexandre held visiting positions at New York University Law School, the European University Institute in Florence, Panthéon-Assas (Singapore campus), Barcelona Graduate School of Economics and the University of Louvain. He also worked for the Belgian Deputy Prime Minister, the Belgian Permanent Representation to the European Union, and the European Commission. He has also been the chair of the expert group on the online platform economy, advising the European Commission.

Tobias Schmid is the Director of the Media Authority of North Rhine-Westphalia (Germany). Besides that, he is also elected as the European Affairs Commissioner of the Conference of Directors of the German Media Authorities (DLM).
Tobias Schmid is the elected Chairman of the European Regulators Group for Audiovisual Media Services (ERGA) and took office on 1st January 2020.
Prior to this, from 2005 until 2016, Dr. Schmid was Head of Media Policy at Mediengruppe RTL Deutschland and from September 2010 until December 2016 he was Executive Vice President of Governmental Affairs at RTL Group. In addition, Dr. Schmid was Chairman of the Board of the German Association of Private Broadcasters and Telemedia (Vaunet, formerly VPRT) from November 2012 until September 2016. From 1999 until the end of 2004, he was working for Home Shopping Europe AG. Here, he was responsible for Law and Media Policy, Human Resources, Internal Audit and Public Relations as General Counsel. Tobias Schmid holds a doctorate in law.
