Digital connectivity plays a fundamental role in stimulating innovation and progress in all sectors of the economy. To achieve widespread connectivity though, significant investment is required in the telecommunications sector. Encouraging investment has become a central objective in recent reforms of the telecommunications regulatory framework and legislative initiatives.

To speed up the deployment of fixed and mobile very-high capacity networks, cooperation within the telecommunications sector and beyond is needed. From a public policy perspective, allowing for cooperation between competitors may involve a trade-off. On the one hand, cooperation allows operators to share risks and costs, improving their ability to invest and innovate. On the other, there is the concern that cooperation may harm competition.

Join us on Monday 25 October at 14:00 CEST for an open discussion the potential pros and cons of allowing for cooperation between telecom operators, based on the relevant economic literature and previous CERRE research on co-investment and infrastructure sharing. A presentation of CERRE’s latest Issue Paper “Cooperation between Telecommunications Operators for Infrastructure Deployment” by leading academic Marc Bourreau will be followed by a discussion with senior academics, regulators, and policymakers.

Marc Bourreau is a Academic Co-Director at CERRE and Professor of Economics at Télécom Paris (Institut Polytechnique de Paris). He is affiliated with the interdisciplinary institute for innovation (i3) for his research.

His research focuses on competition policy and regulation, digital markets, and telecommunications.

Marc holds a Ph.D. in Economics from the University of Paris Panthéon Assas.

Marc Bourreau is a Academic Co-Director at CERRE and Professor of Economics at Télécom Paris (Institut Polytechnique de Paris). He is affiliated with the interdisciplinary institute for innovation (i3) for his research.

BIPT Council

Michel Van Bellinghen chairs the BIPT Council and is responsible for the following departments: Budget and Finance, Communications, Translation, International Relations and Registry.

Michel Van Bellinghen, Master of Laws (UCL), started off at the university in 1990 as a researcher, then became an assistant under the supervision of Professor Françoise Tulkens, at the UCL Laws Centre for Criminal Law.

He became an assistant advisor at the Ministry of Justice in 1992 under the supervision of Professor Marc Bossuyt and joined BIPT in 1997. From 1999 to 2003 he held the position of expert at the private office of Rik Daems, who was the Federal Telecommunications Minister at the time, and afterwards took up the function of Assistant Head of the Private Office. From 2003 until 2009 he was nominated Member of the BIPT Council for the first time. Following this mandate he remained closely affiliated to the Council and supervised the legal department of the regulator during a number of years. He has written scientific publications. In 2013 he held a position on the Council as a Member. In January 2017 he was assigned Chairman of the BIPT Council. In January 2024, he was reappointed as Chairman of the BIPT Council.

European Commission

Rita Wezenbeek is Director of Platforms Policy and Enforcement in DG CONNECT. The Platforms Directorate is in charge of policies and regulations applicable to online intermediary services, including the supervision of the implementation and enforcement of the Digital Services Act and the Digital Markets Act (the latter jointly with DG COMP). These two new Regulations establish strong rules to ensure a safe, fair and open platform economy for European citizens and businesses, and give the Commission significant regulatory powers over “gatekeepers” and very large platforms and search engines.

Rita joined the European Commission in 2002. Before moving to DG CONNECT in December 2020, she was the head of the units dealing with Anti-Trust and Telecommunications (2017-2020) and Retail Financial Services and Payment Systems (2010-2017) in DG Competition.

Before joining the Commission, Rita worked for sixteen years as a private lawyer, specialized in European and corporate law, in a Dutch/ Belgian law firm. She also was a Member of the Commission on European Integration, an independent advisory body on foreign policy to the Dutch government and Parliament.
