Stefan Tobias earned a PhD in applied economics from Dortmund University (Germany) in 2003, for a benchmarking study on German theatres’ cost efficiency.
After consultancy roles in higher-education funding and public management, he worked as international economist for La Poste in France and then Royal Mail in the UK.
Since early 2015 he is Head of economics and tax policy at CER, the trade association of European railways in Brussels, and responsible for regulatory as well as transport- and environmental-economic issues, including infrastructure charging.
