Ruxandra Popa

Ruxandra has over two decades of experience in security/defence and parliamentary affairs. Prior to joining CODE, she served for 20 years at the NATO Parliamentary Assembly, including 6 years as the Assembly’s Secretary General.

A French national, Ruxandra started her career in research and policy roles at the Brookings Institution in Washington DC, the German Bundestag, the European Youth Forum and the European Parliament. She has lectured at several leading French universities. Ruxandra holds master’s degrees in public administration and international law from Sciences Po Paris and from the Sorbonne. She is a graduate of the French Institute for Higher National Defence Studies (IHEDN).
