Rubing Shen

Rubing Shen is a policy advisor at Arcep, where he is responsible for regulatory policy relating to cloud computing services within both the French and European legislative frameworks.

 He holds engineering degrees from École polytechnique and École des mines de Paris, specialising in artificial intelligence. He also received a PhD in sociology from Sciences Po and has authored several scientific articles on the application of large language models in social sciences.
