Gabriela Ramos is UNESCO’s Assistant Director-General for the Social and Human Sciences. She oversees the institution’s contributions to building inclusive societies. Her mandate includes tackling economic inequalities of income and opportunity, and promoting social inclusion and gender equality. She also oversees the youth empowerment agenda, promoting values through sport, fighting against racism and discrimination, and the ethics of science and technology. She oversaw the development and adoption of the Recommendation on the Ethics of Artificial Intelligence (2021), its Readiness Assessment Methodology (RAM), and the establishment of UNESCO’s annual Global Forum on the Ethics of AI. She is currently steering the Organization’s two-year-long inclusive process to develop the first global Recommendation on the ethics of neurotechnology.
She also launched the Global Forum against Racism and Discrimination to catalyze Member States’ political support for this cause. On gender equality, she has advanced several initiatives, particularly to combat gender stereotypes and biases, including in new technologies. She also leads UNESCO’s Management of Social Transformations (MOST) programme to support governments in strengthening the connection between innovative research and policy action. She has overseen several of UNESCO’s research publications, notably “Inclusive and resilient societies: equality, sustainability and efficiency” (2023). She is currently the Co-Chair of the Task Force on Inequalities and Social Related Financial Disclosures.
