Chris Riley
Data Transfer Initiative
Chris Riley is a global internet policy and technology executive and scholar, currently working as the executive director of the nonprofit Data Transfer Initiative and as a distinguished research fellow at the Annenberg Public Policy Center at the University of Pennsylvania. Previously, he was senior resident fellow for internet governance at the think tank R Street Institute, director of policy at the Mozilla Corporation, and a senior internet freedom program manager at the U.S. Department of State, among other positions. Chris has published in computer science, law, and technology policy; taught at the American University’s School of International Service and Johns Hopkins University’s Department of Computer Science; and guest lectured at the Harvard Kennedy School, Stanford Law School, and other institutions. He has worked on tech policy in D.C. and San Francisco and managed teams based in those cities as well as Brussels, New Delhi, London, and Nairobi. Chris earned his bachelor’s in computer science from Wheeling Jesuit University, his Ph.D. in computer science from Johns Hopkins University and his J.D. from Yale Law School.
