Innovation: the X-factor in mergers & competition law?

In competition policy, mergers analyses focus primarily on the effects on prices. However, in recent years another factor has become increasingly relevant: innovation.

Is market consolidation benefiting or endangering innovation? Do mergers allow for economies of scale in R&D, and do they help avoid duplication? Does decreased competition discourage innovation, creating barriers to entry that ultimately leave consumers worse off?

Beyond these fundamental questions, one should also wonder to what extent innovation aspects should be factored in the deliberations of competition authorities and what remedies should look like.

Recent high-profile merger cases have brought these questions to fore of the discussion of European competition policy. In response to this heightened interest, this CERRE Executive Seminar presented some of the most recent academic research on the topic and featured a panel discussion with national and European competition authorities, industry representatives and academic experts.

This event was organised in cooperation with IEFE Bocconi, a CERRE member.

Bruno Liebhaberg
Executive Chairman¹ ²

Bruno Liebhaberg is Executive Chairman of the think tank Centre on Regulation in Europe (CERRE) which he founded in 2010.

From 2018 to 2021, he was also the first Chairman of the European Union Observatory on the Online Platform Economy. He is also an Honorary Professor at the Université Libre de Bruxelles’ Solvay Brussels School of Economics and Management (SBS-EM ULB) where he taught from 1979 to 2018. Earlier in his career, he advised former European Commission President Jacques Delors on industry and R&D matters related to the completion of the EU Single Market.

He holds a Master’s in management sciences from SBS-EM ULB and a Ph.D. in Industrial Relations from the London School of Economics and Political Science.

Michele Polo
Full Professor in Economics
Bocconi University

Michele Polo is Full Professor in Economics at Bocconi University and Research Fellow at Igier. His main research interests are in Industrial Organization and Competition Policy, but he has also worked on regulation, voting theory, law enforcement and the economics of organized crime.

He has published several papers in international journals including the Journal of Industrial Economics, the International Journal of Industrial Organization, the European Economics Review and Economic Policy.

He has a B.A. in Economics from Bocconi University, an M.Sc. in Economics from the London School of Economics, and a Ph.D. in Economics from Bocconi University.

Professor of Economics
Toulouse School of Economics

Bruno Jullien is Professor of Economics at the Toulouse School of Economics. In addition, he has held various positions within the Toulouse School of Economics, including Scientific Director from 2014 to 2015, and Deputy Director from 2009 to 2010.

He is also a Research Fellow at the Centre for Economic Policy Research and at CESIfo, as well as an International Research Fellow at CMPO.

He holds a PhD in Economics from Harvard University.

Bruno Jullien is Professor of Economics at the Toulouse School of Economics. In addition, he has held various positions within the Toulouse School of Economics, including Scientific Director from 2014 to 2015, and Deputy Director from 2009 to 2010.
